The SEC is located in Hartford, and is housed at the Department of Economic and Community Development (DECD) for administrative purposes.

    THE ROLE

    The SEC Loan Officer will work with SEC staff and Social Equity Entrepreneurs to implement financial assistance programs within the Connecticut cannabis industry and provide stakeholders guidance and support through the SEC financial assistance programs. This role is critical in supporting our mission to promote equitable economic prosperity and reinvest in communities impacted by the war on drugs.

    Duties include but are not limited to:

    + Determining eligibility for program participation in compliance with policies.

    + Advising management on the approval status of applications.

    + Communicating with applicants to secure necessary documentation and resolve outstanding issues.

    + Maintaining meticulous records and notes regarding underwritten loans and decisions made.

    + Working within a collaborative team environment to strategize on risk management.

    + Preparing comprehensive loan application packages, ensuring all documentation is accurate and complete.

    + Explaining policies and guidelines clearly, fostering trust and transparency with our applicants and stakeholders.

    + Analyzing and evaluating commercial loan applications, financial statements, and credit reports to assess creditworthiness of businesses.

    + Preparing detailed credit analyses and recommendations for loan approvals or denials.

    + Ensuring compliance with agency policies, state regulations, and lending industry standards.

    + Monitoring and reviewing existing loan portfolios for potential risks or opportunities.

    + Assisting in the development and implementation of credit policies and procedures.

    + Participating in special projects and initiatives related to social equity in commercial lending.

    + Monitoring, tracking and reporting on project progress and performance.

    + Developing project reports.

    + Other related duties as assigned by supervisor.

     

    The ideal candidate will possess a solid understanding of commercial lending practices and the underwriting process and policies. They should demonstrate strong interpersonal and communication skills, with the ability to build rapport effectively. A proactive, results-oriented mindset is essential, along with excellent organizational abilities to manage multiple tasks efficiently. The candidate should also bring strong analytical and decision-making skills, and be adept in both written and verbal communication.

    ABOUT US

    The mission of SEC is to promote and encourage full participation in the cannabis industry by people disproportionately harmed by cannabis prohibition and enforcement, and to support broad-based economic development in those communities. SEC is led by an Executive Director and is overseen by a council comprising of appointees by the legislature, Governor, and other elected officials. SEC is housed for administrative purposes only within DECD.

     

    SEC is responsible for overseeing the verification of social equity applicants, as defined in law, creating new programs to support both cannabis businesses and businesses in other industries, and managing the more general community investments derived from cannabis tax revenue. SEC works closely with multiple Connecticut agencies and partners, including DECD and the Department of Consumer Protection (DCP), to carry out its duties.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Departments of Economic and Community Development and Housing this class is accountable for independently performing a full range of tasks in developing and promoting economic and community development programs.

    EXAMPLES OF DUTIES

    + Promotes and coordinates economic, housing and community development activities and programs;

    + Advises municipalities in developing comprehensive community development plans;

    + Establishes and maintains contacts with and provides technical assistance to businesses and industries within and outside state;

    + Performs specialized analyses and evaluations for development of standardized data and specific forecasts, performance indicators and preparation of statistical information needed to meet guidelines and requirements of funding agencies;

    + Establishes and maintains contact with customers;

    + Advises customers undertaking community development activity;

    + Assists businesses and industries locating or expanding operations in Connecticut;

    + Identifies economic, housing and/or community development resources available to businesses and industries and coordinates services;

    + Reviews plans and proposals for conformity with statutory, regulatory and department requirements;

    + Identifies and assesses customer needs and evaluates customer financial capacity and reliability;

    + Acts as liaison between customers, business and financial organizations and government agencies;

    + Conducts feasibility reviews;

    + Underwrites proposals and makes appropriate recommendations;

    + Negotiates financial packages with customers relying on municipal, state, federal and private resources and programs;

    + Advocates on customer behalf requests for financial assistance and or related services;

    + Coordinates and tracks proposals through departmental approval process;

    + Prepares commitment letters, financial, statistical and administrative reports as needed;

    + Assesses, develops and/or promotes domestic and international markets for Connecticut products;

    + Develops and promotes Connecticut as a destination for business to out of state and international customers;

    + Coordinates a marketing or promotion program;

    + Develops, coordinates and conducts workshops, conferences and seminars to promote business development assistance;

    + Assists communities in planning and developing housing, industrial parks and promoting business development;

    + Provides technical assistance in grant application;

    + May negotiate leasing or other contractual agreements for business opportunities of state owned facilities;

    + May monitor and support business activities to maximize benefits of negotiated agreements;

    + May monitor work performance of consultants;

    + May monitor programs to ensure compliance;

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Six (6) years of professional experience in corporate marketing and business development or business experience including residential and/or commercial financing to include leverage financing, strategic planning, financial planning and analysis or project management experience with industrial, environmental, housing or community development projects to include public financing or experience in urban planning and development.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    One (1) year of the General Experience must have been at the level of Assistant Economic and Community Development Agent.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    + College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

    + A Master’s degree in a related field may be substituted for one (1) additional year of the General Experience.

    + Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience and Special Experience.

    PREFERRED QUALIFICATIONS

    + Experience with financial analysis software and Microsoft Office suite.

    + Experience implementing commercial lending practices and regulatory requirements.

    + Understanding of social equity principles and their application in finance.

    SPECIAL REQUIREMENTS

    + Incumbents in this class may be required to travel.

    + Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
