The Maryland Department of Transportation (MDOT) is seeking an experienced and strategic IT Transformation Leader (DOT Executive VIII) to support the Office of Information Technology in advancing MDOT’s enterprise information technology transformation strategy. This position will support initiatives that modernize IT capabilities, enhance operational resilience, and enable business innovation through technology. The IT Transformation Leader will assist in leading large-scale, cross-functional programs that integrate new technologies, optimize operating models, and strengthen IT governance and delivery practices across MDOT.
Core Competencies:
+ Collaborate with the senior executive team to design, implement, and govern transformation portfolios—ranging from infrastructure modernization and cybersecurity maturity to digital platform enablement and enterprise change management.
+ Strengthen operational resilience and cybersecurity posture through business continuity, disaster recovery, and incident response planning.
+ Help ensure alignment between technology investments and business strategy.
+ Assist in translating MDOT’s strategic vision into actionable plans and measurable outcomes.
+ Partner with Governance Leadership to establish and implement overall policies and procedures, establish governance frameworks, and transformation milestones.
+ Recommend emerging technologies and platforms that support MDOT’s long-term business and operational goals.
+ Assist in driving automation, data-informed decisions, and user-focused design throughout all technology infrastructure.
+ Partner with senior executives and operations leaders to drive digital transformation, process improvement, and innovation.
This position serves as a trusted advisor to IT and Departmental Leadership, bridging the gap between technology strategy and business execution to achieve MDOT’s strategic objectives and enhance service delivery for Maryland’s citizens.
The current vacancy exists at MDOT TSO in the Office of Administration, which is located in Hanover, MD. (Anne Arundel County).
This position may allow a hybrid work schedule, including telework and on-site work hours.

Qualifications
PREFERRED QUALIFICATIONS:
Education: A bachelor’s degree with major coursework in Information Technology, Computer Science, Business Administration, or a related field.
Experience: Ten (10) years of progressive IT leadership experience to include five (5) years of managing transformation or modernization initiatives.
The ideal candidate will possess:
+ Proven track record of leading enterprise-scale technology programs within large or complex organizations.
+ Experience facilitating collaboration within a decentralized IT environment.
+ Knowledge and experience of IT systems that support infrastructure-related activities, such as transportation, utilities, and other federally regulated industries.
+ Ability to think strategically and articulate a strategy intelligently, conveying a strong, clear vision.
+ Ability to understand the importance of quickly learning the lines of business and related critical business processes that OTTS must support to provide required services effectively and efficiently.
+ Strong leadership, communication and stakeholder engagement skills.
+ Proven ability to lead change and foster organizational innovation.
+ Familiarity with project management and service management frameworks (e.g., Agile, PMP, ITIL).
+ Well-developed negotiation, persuasion, listening, and conflict resolution skills.
+ Ability to communicate effectively one-on-one or to a larger group and interact effectively with senior management and business unit leaders, as well as interact constructively with internal customers, stakeholders, and suppliers.
