    Job Description:

    The Director of Systems and Data within the Program Administration functional area within the Childcare and Parent Services (CAPS) reports directly to the Assistant Deputy Commissioner for Providers and Program Administration. This role leads a statewide team consisting of three managers and thirteen indirect reports, overseeing all system and data-related functions within CAPS at the Department of Early Care and Learning (DECAL). Key responsibilities include managing data analytics, reporting, and working collaboratively with other DECAL Divisions and on the development, implementation, and maintenance of data systems that support CAPS, as well acting as the CAPS Business liaison for Georgia Gateway, which encompasses coordination of system enhancements for four state agencies and seven benefit programs within the state. As a member of the CAPS leadership team, the Director collaborates with senior leaders to shape division work plans, manage project timelines, and ensure successful completion of initiatives. This position is based at DECAL headquarters and requires occasional travel across the state.

    Job Responsibilities:

    + Leads a team of three managers and thirteen indirect reports overseeing administration of the CAPS program. Supervises the Senior Data Manager , CAPS Project Manager, and Administrative Support Manager, ensuring appropriate staffing, performance evaluation, and professional development across program units.

    + Oversee the operation of a comprehensive childcare financial assistance system, ensuring compliance with all federal and state requirements, continuous improvement in service delivery, and effective administrative operations that support families and program goals.

    + Directs enterprise-level data management, reporting, and analytics strategy, ensuring data accuracy, integrity, and compliance with federal requirements. Leverages analytics to inform policy, performance, and strategic decision-making.

    + Serves as the primary business liaison to DECAL IT, providing executive oversight of CAPS system operations and the SDLC process. Ensures alignment of technology initiatives with program priorities, robust testing and quality assurance, and compliance with CCDF regulations. Oversees user support, change management, and system enhancements for CAPS platforms.

    + Represents DECAL in coordination with the Office of Georgia Gateway and partner agencies (DHS, DCH, DPH) to manage Maintenance & Operations and modernization activities for the Integrated Eligibility System (IES). Provides strategic oversight for IES modernization, ensuring effective business process alignment, system integration, and stakeholder engagement.

    + Builds and maintains positive relationships within DECAL, across divisions, and with partner agencies and community stakeholders to ensure effective collaboration, communication, and program outcomes.

    + Establishes SDLC roadmaps and evaluates system design for efficiency and automation. Promotes innovation, accountability, and performance improvement in program operations and service delivery.

    + Stays current on trends and best practices in early childhood, family support, and childcare subsidy administration.

    + Manage special projects and other responsibilities as assigned.

    Agency Required Qualifications:

    Bachelor's degree in a related area from an accredited college or university and five (5) years of experience, which includes three (3) years of subordinate managerial or supervisory experience in a human service delivery program; or related certification and four (4) years of job-related subordinate managerial or supervisory experience in a human service delivery program; or three (3) years of experience at the lower level Mgr. 3, Social Svcs. (SSM012) or position equivalent.

    Agency Preferred Qualifications:

    • Bachelor’s degree in data science, Statistics, Computer Science, Business Administration, Public Administration or a related field from an accredited college or university and five years of management of subordinate managers/supervisors in a human service delivery program.

    • Seven years or more of experience in data analysis, business intelligence, or analytics, with at least 3 years in a leadership role.

    • Five years or more years of experience in data systems development, data management, or IT system integration.

    • Proven ability to manage and guide data teams, including experience in supervising managers or team leads.

    • Demonstrated success in leveraging data to inform decision-making and drive organizational strategy.

    • Certifications in project management (e.g., PMP, Agile) or data management (e.g., CDMP).

    • Experience with change management and organizational leadership in public sector or nonprofit organizations.

    • Two years or more of experience in child serving, state or community program or organization.

    • Knowledge of CCDF federal regulations

    • Knowledge of programs and services at state and community level which benefit vulnerable children and their families.

    Technical Competencies:

    • Knowledge of IT systems integration, database structures, and software tools used in eligibility and case management systems.

    • Strong knowledge of data collection methods, statistical analysis techniques, and reporting frameworks.

    • Proficiency with data visualization tools such as Tableau and Power BI, and analytics software including Python, R, and SQL.

    • Familiarity with database management systems and cloud-based platforms (e.g., AWS, Azure, Google Cloud).

    • Solid understanding of data privacy and security regulations, including GDPR and HIPAA.

    • Advanced proficiency in Microsoft Word, Excel, and PowerPoint.

    • Experience in developing, implementing, and managing data systems.

    • Skilled in using data analytics and reporting tools to support decision-making.

    • Understanding of federal and state data management policies, particularly those related to human services.

    • Excellent written and verbal communication skills, along with strong organizational abilities.

    • Ability to build trust with early care and education stakeholders through active listening, effective problem-solving, and strong people skills.

    • Capable of managing time independently, setting priorities, working with minimal supervision, and contributing to a collaborative team environment.

    • Comprehensive understanding of early care and education environments, as well as state and community programs available to eligible families.

    • Demonstrated experience in program development and implementation.

    • Experience working with diverse communities and a sensitivity to the needs and concerns of various cultural groups.

    Physical Position Requirements:

    • Work is typically performed in an office environment with intermittent sitting, standing, or walking in various settings.

    • The ability to speak clearly, to hear and understand at normal conversational level, and to receive detailed information through verbal communication.

    • Close visual acuity to perform an activity such as preparing and analyzing data; viewing a computer terminal; extensive reading and visual inspection.

    • Full range of hand and finger motion for data entry purposes.
