Job Focus Area
Join a team of Human Resources employees, dedicated to ensuring the staffing needs for the Louisiana Department of Education. This manger-level position manages the Operations/Benefits section within the Human Resources Office of the Louisiana Department of Education. This position oversees unemployment insurance, worker's compensation claims, payroll, Family Medical Leave Act (FMLA), and benefits processing, exit interviews, and retirement planning/processing for the employees in the Louisiana Department of Education (DOE) and the Recovery School District (RSD).
Minimum Qualifications
Seven years of human resources experience; OR
Six years of full-time experience in any field plus four years of human resources experience; OR
A bachelor’s degree plus four years of human resources experience; OR
An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus three years of human resources experience.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Job Duties and Other Information
Job Duties:
+ Oversight of payroll and benefits actions in the LaGov (SAP) HCM system.
+ Audits and processes full range payroll/deduction entries.
+ Verifies salary computations and calculations for personnel transactions and payroll processes.
+ Oversight and management of benefit changes and notification to employees.
+ Monitor benefit enrollment and changes.
+ Provide consultation and delivers information to employees regarding eligibilities, services and entitlements in various benefit programs.
+ Manages and monitors reconciliation processes for OGB plans, other insurance plan, flexible plan, and retirement systems.
+ Manages and conducts reporting and reconciliation for all retirement plans.
+ Manages and reports on the job injuries and illnesses.
+ Manages and supervises FMLA, crises and time and attendance review and training.
+ Manage and execute reports for various needs.
Position-Specific Details:
Appointment Type:Probational, Promotional, or Job Appointment. The person hired for this position is expected to regularly report to the Baton Rouge office. Current permanent classified state employees may be required to accept a probationary appointment, if selected.
Work Schedule: Work days are Monday - Friday; work hours will be determined.
Compensation: The salary offered will be determined based on qualifications and experience.
