    The Division of Administration/Office of Human Resources has a vacancy. This position may be filled in the Operations/Benefits unit.

    The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:

     

    + Overseeing the state’s capital construction program

    + Working to provide state and federal grants for community development

    + Development of the state budget

    + Providing technology services

    + Giving agencies guidance in the state purchasing and contracting process as they seek goods and services

    + Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

    Minimum Qualifications

    Six years of human resources experience; OR

    Six years of full-time experience in any field plus three years of human resources experience; OR

    A bachelor’s degree plus three years of human resources experience; OR

     

    An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus two years of human resources experience.

    EXPERIENCE SUBSTITUTION:

    Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

     

    Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

    Job Duties and Other Information

    Job Duties:

    • Responsible for the direct supervision, including performance evaluations, leave approval, work assignments and all training aspects for multiple human resources professionals, WAE human resources professionals, and student workers.

    • Assists HR Manager in the areas of operations, payroll, security, onboarding, organizational management, training and orientation.

    • Analyzes all transactions completed by human resources professionals to ensure they are compliant with Civil Service rules, Federal and State laws and internal policies.

    • Develops and analyzes biweekly payroll reports for errors.

    • Oversees the management of CATS and LEO for all agencies serviced by the Division of Administration.

    • Oversees on-site audits of DOA-serviced timekeeping units for compliance with policies and procedures.

    • Monitors and oversees the Separation process for all agencies serviced by the Division of Administration.

    • Researches, prepares and develops training information for personnel liaisons in order to keep them informed of processes, procedures and updates. Develops courses for personnel liaisons and presents information semi-annually.

    • Assists Benefits Supervisor as needed in regards to all benefits information, including insurance, retirement, deferred compensation and worker’s compensation.

    • Develops, monitors and oversees the Onboarding program for all agencies serviced by the Division of Administration. Works with IT personnel to develop and enhance onboarding portals.

    • Creates quarterly accounts receivable report for gross claim amounts for DOA and client agencies, reconciles reports and assists in collections of claims.

    • Acts as security liaison for LaGov HCM access.

    • Ensures documents are scanned and retained within the electronic repository filing system.

    Position-Specific Details:

    Appointment Type: This vacancy will be filled by new hire or by promotion of a current permanent status classified employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.
