    Summary This position is located at Departmental Offices,Management CFO - Management and Budget. As a/an SUPERVISORY MANAGEMENT AND PROGRAM ANALYST, you will supervise OFM (Office of Financial Management) staff involved in budget formulation and execution, and general administrative process improvement. Responsibilities The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position. Supervise and direct the day-to-day activities of the OFM staff responsible for budget formulation and execution, and general administrative support. In this capacity, assist program offices in developing financial plans, allocate funding, monitor costs and expenditures; review and initiate financial plan adjustments; and develop regular review of program data. Analyze, evaluate, develop and advise on the organization, work methods and procedures for providing administrative support systems; organizational structures; records and files; management processes; staffing patterns; automating work processes; communication and financial plans. Exercise significant responsibilities in dealing with officials of other units or organizations and advises higher-level management officials on plans and programs. Coordinate the collection, analysis, and submission of reports required of the Office of Financial Management, Departmental Offices, and/or the Department, by statute, regulation, or administrative directive. These reports are submitted to external entities such as the Office of Management and Budget and Congress and are used by them in their oversight responsibilities. Requirements Conditions of Employment Key Requirements: Must be U.S. Citizen or U.S. National. All newly appointed employees to the federal service are subject to a probationary period if hired under a competitive service appointment, or a trial period if hired under an excepted service appointment. These periods are designed to evaluate an employee's performance, conduct, and alignment with agency mission and values. These periods are no longer passive transitions to permanent status but serve as formal extensions of the hiring process, requiring affirmative Supervisory certification action. A one-year supervisory or managerial probationary period may be required. Must successfully complete a background investigation. All new hires will be required to comply with federal ethics laws. A review of financial or other interests may be conducted to determine if they create any real or apparent conflict of interests with official Treasury duties. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: -Experience in developing and reviewing a wide variety of written materials related to Financial Management, using experience with laws and regulations affecting financial management; AND -Experience resolving issues and coordinating leadership approval of financial, staffing, and contractual documents; AND -Experience working with senior officials regarding issues with high level options and recommendations. SPECIALIZED EXPERIENCE: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: -Experience assisting in the development of a wide variety of written materials related to Financial Management using experience with laws and regulations affecting financial management.; AND -Experience working with and advising senior officials on high level issues. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. For the GS-13, you must have been at the GS-12 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
