Overview
The Chief Technology Officer (CTO) for the Moonshot Program and Chief Technology Architect for the National Programs Group (NPG) serves as the senior technical visionary, strategic architect, and operational cyber leader for a classified, enterprise-scale Managed Service Provider (MSP) supporting high-priority national security missions.
You will define and execute enterprise technology strategy, lead Zero Trust Architecture (ZTA) adoption, oversee defensive cyber operations, architect multi-cloud and hybrid infrastructures, and guide complex ICD-705 accreditations. This role blends CTO-level strategic influence with hands-on architectural leadership—ensuring the delivery of secure, scalable, and mission-aligned capabilities across the Moonshot Program in the National Programs Group. The selected candidate will serve as a key member of the Moonshot leadership team.
Key Responsibilities
+ Recommend the technical vision and long-term strategy for the Moonshot Program.
+ Develop multi-year enterprise technology roadmaps aligned with mission outcomes, risk posture, and modernization objectives.
+ Serve as the senior technical advisor to Moonshot
+ Champion enterprise-wide Zero Trust Architecture adoption, guiding identity, device, network, application, and data trust models.
+ Oversee a multi-partner Defensive Cyber Operations organization responsible for cyber threat monitoring, detection, incident response, and threat intelligence integration.
+ Direct the operation and enhancement of SIEM, EDR, IDS/IPS, vulnerability management, and cloud-native security controls.
+ Lead coordinated incident response efforts across hybrid and multi-cloud infrastructures.
+ Develop cyber defense playbooks, SOPs, and continuous improvement mechanisms that enhance mission resilience.
Enterprise Architecture & Service Provider Engineering
+ Architect large-scale service provider and mission systems, spanning cloud, hybrid, multi-cloud, and secure on-premise infrastructures.
+ Collaborate with C2E cloud providers to design cost-optimized, resilient, and secure enterprise solutions.
+ Lead architectural components through the ICD-705/ICD-503 ATO processes, including technical control development and documentation.
+ Guide modernization transitions from legacy infrastructure to next-generation ZTA-aligned environments.
+ Integrate and coordinate architectures across subcontractors, OEMs, integrators, and government engineering groups.
Technology Innovation & Modernization
+ Identify capability gaps and design future-forward architectures that minimize technical debt and maximize mission support.
+ Productize new enterprise services (VDI, collaboration solutions, hybrid cloud service stacks) including TCO/ROI analysis.
Compliance, Governance & Accreditation
+ Ensure compliance with NIST SP 800-53, RMF, STIGs, FedRAMP, ICD-705, and other national security frameworks.
+ Lead the development of accreditation documentation, security assessments, and control gate artifacts.
+ Maintain mission-ready compliance posture across all architectures.
Leadership, Mentorship & Communications
+ Provide executive-level briefings, vision-setting updates, and architectural guidance to senior leadership and mission sponsors.
+ Mentor and develop engineering teams, cyber analysts, and solution architects across the team.
+ Foster a culture of innovation, excellence, and mission alignment across teams and stakeholders.
Required Qualifications
+ Active TS/SCI with CI Poly.
+ Bachelor’s degree in Cybersecurity, Information Systems, Engineering, or related field.
+ Experience leading in a matrix environment
+ 10+ years in cybersecurity, enterprise architecture, cloud engineering, or related fields.
+ 5+ years in technical leadership, CTO-level influence, or senior architecture leadership.
+ Strong understanding of enterprise networks, protocols, and platforms (Zenoss, Cisco Catalyst Center, ISE, ASA/Firepower).
+ Extensive experience with SIEM, IDS/IPS, EDR, and cloud-native security capabilities.
+ Proven success driving Zero Trust Architecture transformation.
+ Deep knowledge of RMF, NIST 800-53, ICD-705, STIGs, and FedRAMP compliance.
+ Certifications such as CISSP, CCSP, GCIH, GCIA, or equivalent.
Desired Qualifications
+ Experience in MSP, multi-tenant, or IC/government service provider environments.
+ Automation and IaC experience (Terraform, Ansible, CloudFormation).
+ SD-WAN experience (Cisco Viptela preferred).
+ Hands-on scripting (Python, PowerShell).
+ Multi-vendor integration experience (VMware, NetApp, Red Hat, etc.).
+ Cloud certifications such as AWS Security Specialty or Azure Security Engineer.
Certain states and localities require employers to post a reasonable estimate of salary range. A reasonable estimate of the current base pay range for this position is $240,000 to $330,000 annually. Actual salary will be based on a variety of factors, including shift, location, experience, skill set, performance, licensure and certification, and business needs. The range for this position in other geographic locations may differ. Certain positions may also be eligible for variable incentive compensation, such as bonuses or commissions, that is not included in the base pay.
