Summary This position serves as a Management and Program Analyst, evaluator, and advisor to management and key internal/external agency stakeholders on Data Analytics. A primary purpose of this position is to assist and facilitate the efforts of the CDAO & DOW in business transformation and management innovation. Work will include executing continuous process improvement and/or organizational change. Responsibilities This position is a DoW Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. Incumbents typical work assignments may include the following: 1. Evaluate existing internal processes and procedures and prepares proposed findings and recommendations for improvement to administrative systems, legislation, and regulations. 2. Develop and evaluate alternative tools for program evaluation and cost-benefit analysis to perform consistent, continuing, effective assessment. 3. Engage with Departmental principals and staffs, the Office of the General Counsel, officials of the Military Departments, the Joint Staff and Defense Agencies and DoW Field Activities. 4. Provide advice and responds to requests for information to identify, review, and resolve issues. 5. Develop and implement strategies for better execution of CDAO & DoW programs. Requirements Conditions of Employment Qualifications In order to qualify for this position, you must meet the requirements described below. You may qualify at the GG-14 level, if you fulfill the following qualification requirement: One year of qualifying experience equivalent to the GG-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in 1. Evaluating data to identify and address program or policy issues impacting agency operations; 2. Implementing methods to accelerate the use of data in decision making and process improvements; and 3. Leading the development of methods and assessment tools to support continuous evaluation and cost benefit analysis for complex programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
