Summary The Supervisory Firefighter Training Officer, GS-081-09, is located in the Public Safety Service at the VA New Jersey Health Care System (VANJHCS). The incumbent is assigned to the VANJ Medical Center Fire Department. The incumbent will work an administrative 60-hour workweek, consisting of four 9-hour and one 24-hour shift per week. Responsibilities Major Duties- The Training Officer's time is divided between Training (60%), Supervision (30%), and General Firefighting Duties (10%). The primary purpose of this position is for the incumbent to assign, direct, and review the work of subordinate firefighters, regardless of work shift or location; plan and carry out the training of subordinate firefighters in training topics, and evaluate assigned firefighter's work performance regardless of work shift or location. Personnel Management- Coordinating personnel management functions with the Department of Human Resources. Offering guidance on position classification and qualification standards, preparation of position descriptions, functional statements, organizational charts, and grievance procedures for disciplinary actions. Financial Management- Assist in the budgeting and financial management of the Fire Department including budget formulation, justification, and execution. Evaluate service operations and functions, and advise on resource allocation decisions, including personnel, budget, capital equipment, and space allocation in coordination with the Fire Chief/ Deputy Chief of Police. Training Activities- Incumbent trains (1)-GS-11 Fire Chief, (2) GS-9 Deputy Fire Chiefs, (1) GS-07 Fire Inspector, (24) GS-07 Firefighter/EMTs, and (4) EMTs, according to VA Directive 7718, NFPA standards as well as Medical Center policies, rules and regulations. Attend instructor training classes and seminars to keep abreast of current technique procedures for Firefighters. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/02/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: leading or managing a team of (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention.
