    The State of Connecticut (https://portal.ct.gov/) , Office of the State Comptroller (OSC) (https://www.osc.ct.gov/) is looking for two (2) skilled ERP Financials Business Analysts (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=4971AR&R1=&R3=) to join our Core-CT team. One position will focus on Help Desk support, while the other will focus on General Ledger and Project Costing modules.     DISCOVER THE OPPORTUNITY TO

    Help Desk:

    + Collaborate with Module Leads, Specialists, and Analysts to test system changes, troubleshoot issues, and implement effective solutions;

    + Maintain and configure Help Desk software, including generating and analyzing reports to support operational efficiency;

    + Prepare and distribute Core-CT Daily Mail communications to statewide users;

    + Develop, update, and publish eLearning modules using Adobe Captivate to enhance user knowledge;

    + Deliver software training sessions or provide support in training delivery to users;

    + Participate in system maintenance, upgrades, and other Core-CT activities as needed.

    General Ledger and Project Costing:

    + Support configuration, maintenance, and upgrades of General Ledger and Project Costing modules in accordance with Core-CT standards and policies;

    + Create and maintain technical documentation, job aids, and training materials to support users;

    + Deliver training sessions and presentations to enhance user understanding and system adoption;

    + Provide technical and functional support to statewide agency users at all levels, resolving questions and issues efficiently;

    + Participate in business process improvement initiatives and system testing to ensure accurate and reliable financial operations;

    + Support software project planning and coordination activities;

    + Resolve escalated Core-CT Help Desk tickets related to General Ledger and Project Costing modules;

    + Participate in system maintenance, upgrades, and other Core-CT activities as needed.

    ABOUT US

    The Office of the State Comptroller (OSC) is an agency whose mission is to provide accounting and financial services, administer employee and retiree benefits, develop accounting policy and exercise accounting oversight, and prepare financial reports for the state, federal and municipal governments, and the public.

     

    We are located in the State Office Building at 165 Capitol Avenue, Hartford, CT. This state-of-the-art building offers free garage parking, an on-site cafeteria, and ergonomic workspaces.

     

    The Information Technology division is an inter-agency team that supports and helps maintain Core-CT, used by over 10,000 state employees for financial, human resources, and payroll functions. The division maintains and upgrades Core-CT, provides analysis, maintains the comptroller’s technical infrastructure, and is responsible for web development for the comptroller’s communication sites.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Department of Administrative Services, Office of the State Comptroller or Teachers' Retirement Board this class is accountable for independently performing a full range of tasks in support of statewide Core-CT Enterprise Resource Planning (ERP) fiscal functions including integrated financials, supply chain management or enterprise services automation modules or an assigned integrated financials support area.

    EXAMPLES OF DUTIES

    + Provides support to users within assigned module(s);

    + Provides customer support through ticket system or other communication;

    + Troubleshoots and resolves routine problems and system issues;

    + Assists in diagnosis and resolution of common application problems;

    + Assists with business process mapping and business requirement gathering;

    + Collaborates with information technology staff concerning technical programming requirements;

    + Assists with implementation of system upgrades and modifications and loads data into test environment;

    + Tests and performs troubleshooting analysis;

    + Participates in data clean-up and conversion activities;

    + Conveys technical information to agency user and promotes understanding of relevant issues;

    + Develops or assists in development of reports specific to assigned modules utilizing ERP system;

    + Tests and troubleshoots data produced from reports ensuring integrity of data and results;

    + Assists with identification, development and execution of training related to ERP system and assigned modules;

    + Participates in module team meetings;

    + May develop functional procedures and documentation;

    KNOWLEDGE, SKILL AND ABILITY

    + Knowledge of

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Six (6) years of professional experience as a business analyst operating within financial systems.

     

    NOTE: Business analyst is defined as serving as a liaison between business units, technology and support teams interpreting the business needs of an organization and translating into application and operational requirements.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    + College training in business administration, accounting, finance, public administration or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

    + A Master's degree in public administration, business administration or accounting may be substituted for one (1) year of the General Experience.

    + For state employees one (1) year as an Accountant, Contract Analyst or Fiscal Administrative Officer involving work with the Core-CT financial Enterprise Resource Planning system may be substituted for the General Experience.

    + Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

    PREFERRED QUALIFICATIONS

    + Experience with Core-CT Financials modules and integration between modules.

    + Experience with Core-CT Human Capital Management modules and integration between modules.

    + Experience with General Ledger, Project Costing, or payroll reconciliation within State of Connecticut guidelines.

    + Experience with financial or procurement processes within State of Connecticut guidelines.

    + Experience analyzing, researching, and resolving system issues in an ERP or business systems environment.

    + Experience providing customer support or service for business systems to a diverse population of users.

    + Experience developing technical documentation, job aids, and training materials, and delivering training both in person and virtually.

    + Experience presenting to large groups and facilitating training sessions, demonstrating verbal and written communication skills.

    + Experience working independently and collaboratively in a team environment, managing multiple priorities and deadlines.

    + Experience participating in business process changes, software upgrades, or system testing.

    + Experience using Microsoft Office Suite and Visio to create and analyze Excel spreadsheets, design Word and PowerPoint documents for training or reporting, and developing process diagrams.

    + Experience using Help Desk software such as FootPrints or Helix to log, track, and resolve user issues, generate reports, and manage ticket workflows.
