    Job Description

    The Iowa Department of Health and Human Services (HHS), Division of Public Health, Bureau of Preparedness and Response is seeking a Response Program Manager to join our team!

     

    This position serves as program manager of the Iowa Health and Human Services response program. This position will provide operational guidance for the response program for the Iowa Health and Human Services Department. Provide guidance to the response planner in the updates and development of response plans for Iowa HHS. Provide Operational leadership in the training and use of ICS for department response. Provide operational oversight in the update and operation of the HHS EOC to include operational procedures and policy development in conjunction with the Bureau Chief. Works closely with assigned bureau chief to complete documents and templates complete grant tasks and capabilities for state and federal reporting. Travels within the state to coordinate response objectives and activities with program planners and local PH agencies and hospitals.

     

    This position will serve in a leadership capacity to assist the Bureau Chief with federal grant writing, performance metrics for all emergency programs, legislative and administrative rule review and development and grant reporting requirements. Prepares technical reports and public informational materials for bureau chief and other government officials, and the public, performs planning research including legislation analysis.

     

    Responsible for the Public Health Response Teams readiness and response activities. Responsible to assure the regular maintenance of current equipment is completed by staff. Review and work with team leadership and the bureau chief to enhance equipment and procedures for enhanced response capabilities. Work with bureau chief to update policy and procedures for tema membership and response activities.

     

    Will work in conjunction with the bureau chief and the preparedness EO2 to assure continuity between the preparedness and response activities of the bureau. This position will provide redundant back up capability and surge capability for the preparedness program.

     

    As an employee of Iowa HHS this position may be called upon to respond in or out of the state of Iowa in an emergency or disaster to fill internal or external emergency response role and other duties as assigned by the BC or Division Director.

    Minimum Qualification Requirements

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

    1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to four years of full-time professional-level work in program administration, program development, program operations, or management.

     

    2) A total of eight years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.

     

    3) All of the following (a, b, and c): a. Two years of full-time professional-level work experience in program administration, program development, program operations, or management; and b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

     

    4) Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 1 or comparable specific management-level position.
