    Salary Grade: G04

     

    Minimum Midpoint Maximum

     

    $104,766 - $141,434 - $178,102

     

    This position is covered by NERC CIP cyber security standards. Prior to being hired, promoted, or transferred into the position, the candidate must successfully pass a Personnel Risk Assessment, which includes identity verification and a criminal background check. Prior to being granted unescorted access to cyber secure areas, the candidate must attend cyber security training. Annual cyber security training is also required.

    SUMMARY:

    Manages the real time operations at Power Operations. Manages various employees and oversees the operator training process. Represents the Company and provides operational input at various committees and groups. Manages the operational procedures and guidelines to ensure a safe and reliable electric grid for PNMR in compliance with NERC, ERCOT and WECC reliability standards.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    Supervises Transmission and Balancing/Interchange System Operators responsible for the safety and reliability of the transmission system during normal and emergency conditions in real-time and on a daily basis

     

    Supervises Transmission and Balancing/Interchange System Operators who balance generation levels with load and energy schedules both during normal and emergency conditions in real-time and on a daily basis, and evaluate all tagged and scheduled energy bought and sold by PNM Marketing affiliates and utilities (Los Alamos County, Tri-State, etc.) within PNM's Balancing Area

     

    Supervises and/or coordinates with Transmission Coordinators responsible for pre-scheduling energy Transactions, selling PNM transmission resources not being used by PNM's customers and administering PNM's OASIS and real-time scheduling tool

     

    Supervises and/or coordinates with an Outage Coordinator responsible for coordination of outages on PNM/TNMP's Transmission System, including both PNM/TNMP construction crews/interconnected electric utilities and must consider safety concerns and maintain safe system operating limits while considering economical operation of the electric transmission system

     

    Coordinates with WECC/ERCOT reliability coordinators and interconnected utilities regarding transmission and generation outage management via outage coordination system and other communication capabilities

     

    Coordinates with the PNMR NERC Training function to administer the training program and instructs Transmission and Balance Interchange System Operators and Transmission Coordinators or directly oversees the training process for all operator functions

     

    Represents PNM/TNMP at the Operations Level with other utilities within WECC, ERCOT, the Southwest Reserve Sharing Group, and serves on various committees in the WECC/ERCOT structure providing leadership or developmental input for processes

     

    Reviews contracts for new and existing operational areas between PNM/TNMP and other utilities

     

    Creates, reviews, and modifies internal and external operational procedures, guidelines, and directives to ensure proper methods are followed resulting in a safe and reliable electric grid

     

    Interfaces with various managers (BTS, WPM, Accounting, Distribution Operations, System Engineering, Transmission Planning, etc.) at PNM/TNMP to ensure a safe and reliable electric system

     

    Creates transmission power accounting reports and validates and approves billing for transmission services

     

    Assumes accountability for compliance with applicable NERC reliability standards that apply to the duties and responsibilities of this position and its staff

     

    Validates and provides power flow data for transmission studies; WECC, ERCOT, NERC, and FERC reports; and for internal and external audits

     

    Improves processes and technologies in a dynamic environment

     

    Supervises and trains assigned staff including organizing, prioritizing, scheduling work assignments, employee development, and performance management skills

    COMPETENCIES:

    Ability to coordinate and integrate computer systems development, enhancement, and modifications from an overall systems operations perspective

     

    Ability to make judgments on the relative merits of various computer software and/or hardware

     

    Ability to evaluate and assess computer systems and hardware/software proposals for technical merit, cost effectiveness, and business application

     

    Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures

     

    Skill in the interpretation of NERC reliability standards and WECC reliability standards/ERCOT Protocols and Operating Guides and effective in proactively developing processes, procedures, guidelines and policies to maintain compliance with such standards

     

    Skill in the utilization of organizational management principles, methods, and techniques

     

    High level of business knowledge along with sound analytical and critical thinking skills

     

    High energy level for handling increased work activities and longer hours associated with managing a 365 -day, 24/7 real-time operation

    QUALIFICATIONS

    MINIMUM EDUCATION AND/OR EXPERIENCE:

    Bachelor's degree with seven to nine years related experience, including two years of management experience, or equivalent combination of education and/or experience related to the discipline.

     

    Master's degree is preferred.

    CERTIFICATES, LICENSES, REGISTRATIONS:

    NERC System Operator Certification.

     

    Must possess a current, legally valid driver's license and meet the company's driving record requirements.

    COMMUNICATION SKILLS:

    Ability to read, analyze, and interpret common scientific and technical journals, financial reports, regulations, standards, and legal documents

     

    Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community

     

    Ability to write speeches and articles for publication that conform to prescribed style and format

     

    Ability to effectively present information to various groups

     

    High level of listening skills for interpreting the nuances of both direct and indirect communications

    MATHEMATICAL SKILLS:

    Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry

     

    Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations

    COMPUTER SKILLS:

    Knowledge of spreadsheet and word processing software

     

    Knowledge of a broad range of relevant multi-user computer systems, applications, and/or equipment

    ANALYSIS AND PROBLEM-SOLVING ABILITY:

    Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

    PHYSICAL DEMANDS:

    Regularly required to sit up to 2/3 of the time and talk and listen for long periods of time. Ability to see in color and for long distances. Must occasionally lift and/or move up to 25 pounds. Required to be available 24x7 to provide guidance and answer questions from staff concerning real-time disturbances and other emergency situations.

    WORK ENVIRONMENT:

    Office environment.
