Summary You will serve as an Interdisciplinary Engineer/Scientist in the Integrated Battlespace Simulation and Test (IBST) Department, Simulation Applications and Architecture Branch of NAVAIRWARCENAC DIV. Responsibilities You will assist the Division Head in planning and managing division assets including personnel, processes, simulation assets, facilities, financial planning, and resource management in support of ground test and flight training applications. You will design, develop and maintain simulation products, tools, data analysis software, and required interface support to meet major program milestones. You will provide technical and programmatic advice to the Battlespace Division Head, and advise/mentor developmental employees on technical and career matters to identify training needs. You will identify and communicate with potential customers to meet product delivery requirements with respect to schedule and capabilities. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12/13) grade level or pay band (DP-04) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1) Assisting leadership in the planning and management of assets to include personnel, processes, materiel, facilities, financial planning, and/or resource management; (2) Serving as a technical expert in the areas of software engineering and software architecture to include the work of design, development, and maintenance of software systems of systems for use in test or training applications with a specific focus on data analysis; (3) Providing technical and programmatic advice to leadership as well as mentoring developmental employees on technical and career matters to identify training needs; (4) Directing major projects or programs and being responsible for major system developments or the direction of technology-based research, which has the highest significance to the agency's needs; and (5) Aligning the planning of resources to accomplish major blocks of engineering endeavors which may involve the expenditure of major portions of the nation's industrial base and long range commitments of agency dollar allocations. Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: FOR THE 0801 JOB SERIES: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. FOR THE 1550 JOB SERIES Bachelor's degree in computer science OR Bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.
