    The Home and Community Based Services (HCBS) Grants & Contracts Coordinator will provide operational ownership for grant and contract administration for HCBS-Aging programs, including solicitation processing, invoice intake, fiscal monitoring, vendor performance tracking, and routine contract amendments within delegated thresholds. Serve as the unit’s primary operational liaison with AASD Resource Development, Contracts and Legal Compliance, and Finance. Responsibilities include:

     

    + Contract and grant administration: Manage solicitation processing and contract and grant execution for HCBS Aging unit procurements, vendors, and grantees to ensure compliant, timely, and auditable procurement and payment of services that meet program objectives

    + Vendor performance monitoring and compliance: Monitor vendor performance and ensure contract compliance for all HCBS Aging vendors and grantees to verify deliverables are met, protect public funds, and enable prompt corrective action when necessary

    + Operational tools, reporting, and applicant support: Develop and maintain operational tools, reports, and applicant support resources for HCBS Aging leadership, program staff, fiscal analysts, and prospective/current grantees to ensure accurate tracking of grants and contracts, inform timely decision making, streamline application and reporting processes, and increase equitable access to funding

    + Procurement liaison and documentation: Coordinate procurement actions and maintain procurement documentation between HCBS Aging staff, Procurement Services, Finance, and legal counsel to ensure procurements comply with statutes and policies, support timely approvals, and provide an auditable record for oversight and audits

    Minimum Qualifications

    2 years professional experience with public procurement and grant regulations. Experience must demonstrate the following:

    + Experience with contract and grant administration practices including contract lifecycle, invoicing, amendments, monitoring and closeout procedures

    + Experience with accounting concepts such as budget allocation, allowable costs and fiscal documentation standards

    + Experience with data management and databases

     

    Bachelor’s degree in Human Services, Public Policy, Public Administration or related field may substitute for 1 year of professional experience OR Master’s degree in Human Services, Public Policy, Public Administration or related field may substitute for 2 years of experience

    Preferred Qualifications

    + Familiarity with DHS systems (e.g., MMIS, agency grants databases, procurement portals)

    + Understanding of HCBS programs and service delivery (EW, AC, ECS, Assisted Living, Customized Living)

    + Advanced data/Excel skills or basic data visualization (pivot tables, VLOOKUP, simple dashboards)

    + Negotiation and contract drafting familiarity (within operational/non signatory scope)

    + Variety of experiences working effectively with others from different backgrounds and/or cultures
