    Work Day/Hours: Monday – Friday, 9am - 5pm

    *This is temporary 1-year position with benefits. There is a possibility that this position will continue after one year, but that will depend on allocation of funding by City Council as part of the annual budget process.

     

    In 2022, the Durham Community Safety Department (DCSD) launched four 911 crisis response programs—collectively known as HEART (Holistic Empathetic Assistance Response Teams)—to meet the needs of people in crisis with compassionate care and behavioral health expertise. In the first three years of operation, and having responded to over 30,000 calls, HEART continues to demonstrate that alternative 911 responses are safe and effective.

     

    In 2025, DCSD’s scope of work has grown to include other dimensions of community safety. This new Stabilization Services division includes a reentry program, a guaranteed income pilot, street outreach, homeless services, a Care Navigation team that follows up with residents after 9-1-1 calls, and a Familiar Neighbors team that support people with complex needs — often at the intersection of homelessness, mental illness, and substance use — who are interacting frequently with the criminal legal system).

     

    About the Role

     

    DCSD is hiring a Fiscal Analyst to support core business, budget, and finance operations for 75+ person department. The Analyst will report to DCSD’s Business Services Manager and will part of a small administration team, providing management analysis and oversight; preparing, reviewing, monitoring and adjusting a department’s budget; preparing financial reports; supporting contract administration via contract progress payments, managing procurement processes (requisitions and invoices, reviewing and approving purchase card statements, managing payroll, and personnel management. The Analyst will primarily support this team by processing purchase cards; supporting DCSD's contract team by processing all invoices; processing direct, regular payments to residents through a city-run guaranteed income program; preparing, reviewing and maintaining complex financial reports; assisting with the annual budget process; performing journal-level accounting, ensuring compliance with financial practices, procedures, and deadlines.

    Duties/Responsibilities

    + Working with the Finance Department to set up and then administer direct cash payments to residents through a city-run guaranteed income pilot; tracking payments; ensuring participants are receiving payments; troubleshooting any issues and communicating with program participants; ensuring any necessary documentation is completed and on file prior to payments. Providing other administrative support as needed to Welcome Home program staff who are operating aspects of the guaranteed income pilot.

    + Processing purchase card payments.

    + Reviewing invoices for compliance; entering invoices for payment into the City’s ERP system (Munis transitioning to Oracle); tracking and reporting out on amount of funding remaining.

    + Running reports to answer budget and financial questions of interest DCSD leadership; analyzing budget data to make recommendations; making budget transfers as needed.

    + Assisting with other administrative assignments as needed which mean ordering supplies, supporting staff in booking travel, serving as a backup to processing payroll or entering other personnel actions.

     

    Minimum Qualifications & Experience

     

    + Bachelor’s degree or equivalent in accounting, business or public administration or a directly related field, and

    + Two years of experience performing financial, budget, or program operations work relevant to the responsibilities of this role

    + Advanced proficiency in Microsoft Excel and comfortable using excel to manipulate and analyze data.
