The Idaho State Board of Education (Board) is established in the Idaho Constitution for the “general supervision of the state educational institutions and public school system.” State law charges the Board with the general supervision, governance and control of public schools and postsecondary institutions, including community colleges. The Board is comprised of eight members: seven appointed by the Governor, as well as the statewide elected superintendent of public instruction. The Office of the State Board of Education (OSBE) is charged with providing professional staff support to the Board and implementing the Board’s policies, programs, and initiatives.
Summary:
The Internal Auditor II in an experience internal audit position. The Internal Auditor II completes assigned components of individual audit engagements with minimal supervision from the Systemwide CAE, a Systemwide Internal Audit Manager or a project lead. All work is performed to fulfill completion of the approved internal audit plan. Completion of the plan is necessary to support the State Board of Education in meeting is fundamental governance. The Internal Auditor II must adhere to all professional standards and requirements of the Institute of Internal Auditors.
Job Responsibilities:
Direct Audit Responsibilities – Primary (60%)
+ Using professional internal audit methodologies, performs assigned components of internal audit engagements or special projects. Internal audits are not limited to financial activities and can include operational, compliance, or information technology components. Work can also include investigating allegations of fraud, waste and abuse.
+ Completes all assignments within established time budgets and due dates
+ Meets expected direct hour contributions towards the internal audit plan
+ Prepares audit workpapers in accordance with professional audit standards and requirements of Internal Audit and Advisory Services
+ Audit work is expected to be apply audit methodologies with little need for correction, revision or reperformance. Is expected to prepare audit workpapers and supporting documentation with minimal need for correction or revision.
+ Is expected to prepare clear, concise, and understandable audit documentation that minimizes the time needed for mandatory review of work
+ Assists in the development of audit observations and recommendations
+ Works directly with staff at institutions to complete assigned audit work
+ Develops and maintains positive working relationships with staff and institutions
+ Participates in audit entrance and exit meetings
+ Monitors progress and status of assigned work, and immediately informs project leads and managers of situations that could disrupt timely completion of audit work
+ Communicates verbally and in writing with audit clients
Direct Audit Responsibilities Secondary (15%)
+ Assists with audit risk assessments and annual audit planning activities
+ Assists in the development of audit scope memos and audit programs
+ Assists in preparation of final audit reports and communications
+ Completes all professional development and training requirements
+ Assists in the review of work performed by other auditors
+ Participates in audit planning meetings
Administrative Responsibilities (20%)
+ Assists with audit risk assessments
+ Tracks and reports time spent on projects and administrative tasks. Ensures time is entered into project time tracking system
+ Tracks and updates professional development and training logs • Completes administrative tasks required by the State of Idaho or the Office of State Board of Education (e.g., time entry, mandatory trainings, etc.)
Other duties as assigned (5%)
Minimum Qualifications:
+ Bachelors degree in accounting or related field OR 5 years of experience in external or internal auditing
+ Intermediate knowledge of Institute of Internal Auditor IIs (IIA) professional standards.
+ Knowledge of Generally Accepted Accounting Principles.
+ Basic knowledge of controls for fraud prevention and detection.
+ Intermediate level knowledge of Idaho State Board of Education and University policies and procedures.
+ Ability to perform research of laws and regulations, with assistance.
+ Knowledge of the Committee of Sponsoring Organization (COSO) internal control integrated framework.
+ Good interpersonal skills to work successfully with employees at all levels within the IAAS department and the State of Idaho Universities.
+ Good personal computer skills and strong working knowledge of Word and Excel.
+ Good oral and written communication skills.
+ Ability to document and complete work in accordance with IIA professional standards.
+ Ability to work individually or in a group.
+ Ability to handle sensitive and confidential situations and information in a professional manner.
+ Ability to adhere to strict independence and conflict of interest requirements established by the department.
+ Ability to prioritize and complete assigned tasks in a timely and professional manner.
Preferred Qualifications:
+ Master’s degree in Accounting or related field • Certified Internal Auditor (CIA) or Certified Public Accountant (CPA) credential, or ability to gain credential upon hire
+ Prior experience leading audits
+ Higher education industry experience, preferably with an Idaho institution of higher education
+ Knowledge of governmental accounting
+ Knowledge of basic information technology controls
+ Experience extracting and analyzing data from ERP systems
+ Knowledge of sponsored program processes, rules and regulations
