The Department of Administration (https://adm.idaho.gov/) , in beautiful downtown Boise, may be just what you are looking for! Imagine having the privilege to play a key roll in delivering vital goods and services across the state; from vehicles for law enforcement and snowplows for Idaho roads to the incredible exhibits at the Idaho State Museum, and everything in between. The Department of Administration is seeking an enthusiastic and collaborative-minded individual to serve as Deputy Administrator of the Division of Purchasing (DOP).

     

    The selected candidate(s) will join a team of passionate and skilled professionals that serve as the central purchasing authority for state agencies. In addition to challenging and rewarding work, Division of Purchasing (DOP) (https://purchasing.idaho.gov/) emphasizes professional development and strongly encourages team members to participate in the National Association of State Procurement Officials (NASPO) and the local chapter of the National Institute for Public Procurement (NIGP) in Idaho, the Idaho Public Purchasing Association (IPPA).

     

    We serve Idaho by promoting responsible government through expert customer support.

    Examples of Duties:

    + Resolve complex, high-risk procurement issues by interpreting statutes, rules, and policies to guide solicitation, contracting, and contract administration decisions.

    + Support agencies in developing clear, enforceable scopes of work, especially for highly technical services, and ensure solicitation documents meet legal and operational requirements.

    + Identify and mitigate procurement risks to prevent disputes, bid protests, and operational or financial impacts.

    + Review procurement documents and contract files for accuracy, compliance, and alignment with statewide standards.

    + Assist agencies with audits, legal reviews, and award challenges, providing guidance and recommendations for corrective action.

    + Review and refine contract terms and conditions—including performance requirements, cybersecurity provisions, and remedies—to protect the state’s interests.

    + Collaborate with the Deputy Attorney General on complex legal questions and contract language.

    + Recommend process improvements and provide training to strengthen statewide procurement practices.

    + Present on state purchasing topics at conferences and workshops.

    + Oversee implementation of DOPs strategic goals and initiatives.

    + Reviewing and approving or denying state agency requests for exemption from competition.

    + Making hiring decisions and addressing employee performance issues, including performance evaluations.

    + Responsible for engaging with agency procurement leadership to build and maintain strong, collaborative relationships. Responsibilities include identifying agency priorities and pain points, assessing how DOP can better support their needs, and providing training opportunities for their staff.

    Minimum Qualifications:

    Experience:

    + Managing professional staff;

    + Analyzing management and program problems, identifying alternatives and recommending and implementing solutions;

    + Preparing and making presentations to groups.
