    Summary Statement

    Join our Engineering Division and take the lead in managing programs and projects that shape the future of our city’s water renewal and electric power systems. In this role, you’ll oversee advanced and complex engineering projects - from planning and design to construction management - focused on innovative process controls and electric power distribution. You’ll collaborate closely with operations teams, providing expert technical guidance to optimize facility performance and ensure reliable, efficient operations. This is a dynamic role with the autonomy to make a real impact on critical infrastructure and the opportunity to tackle challenging, high-profile projects.

    Required Knowledge, Experience, And Training

    + Bachelor's degree in electrical engineering or a closely related engineering field from an ABET-accredited institution

    + 4 years of progressively responsible engineering experience, or an equivalent combination of education and/or experience.

    Licensing And Other Requirements

    + Valid state-issued driver's license.

    Essential Functions

    Handles complex issues and problems and refers only the most complex issues to higher-level staff. Is capable of handling moderately complex to complex issues and problems, and provides leadership, coaching, and/or mentoring to a subordinate group, as needed.

     

    Administers the city's Water Renewal Treatment Facilities Control Systems Master Plan and the West Boise Electric Power Master Plan, ensuring compliance by consultants and contractors. Helps coordinate with city IT staff and with developing Capital Improvement Project (CIP) budget requests for recommended improvements.

     

    Serves as project manager/technical leader for moderately complex water renewal (wastewater) treatment plant process instrumentation and control systems projects and electrical power distribution and analysis projects. Provides oversight and direction to staff assisting with projects, as needed

     

    Serves as project manager and technical leader for moderately complex city-initiated projects or programs. Manages all aspects of procuring and utilizing professional services for public works projects, from solicitation to contract negotiations to management of professional services work execution.

     

    Provides quality control review and approval of plans, final design documents and reports prepared by others. Provides guidance and direction during design and construction to engineers, technical staff or project managers. Refers more complicated and complex reviews and issues to higher-level staff. Reviews current needs and recommends upgrades and capital improvements to operations and engineering division management

     

    Provides city-wide guidance on general electrical and process control matters, such as developing energized electrical work policies and standards for interfaces between IT communication and process control systems.

    Additional Required Knowledge, Experience, And Training

     

    Knowledge of:; principles of project management and contract administration; principles, modern techniques and equipment used in the design, construction and maintenance of various public works projects; principles of physics and mathematics applicable to engineering and engineering theory; related engineering theory and practice; legal guidelines for public works engineering; and computer usage including related software.

     

    Ability to:; review, prepare or direct the preparation of complex plans, specifications and legal contracts; prepare, evaluate, plan and manage complex engineering studies or projects; provide training and professional development; communicate scientific and technical matters to non-technical individuals, including policymakers; establish and maintain effective working relationships, including with community groups and contractors; communicate effectively in the English language at a level necessary for efficient job performance; and perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.

     

    Individuals must be capable of operating vehicles safely and have an acceptable driving record.

     

    Preferred Knowledge, Experience, And Training

     

    Five years of progressively responsible engineering experience designing, reviewing and managing complex or large public works construction projects.

     

    Experience; programming PLCs and variable frequency drives (especially those manufactured by Allen Bradley), along with in-depth working knowledge of interfaces with field control and process monitoring systems, including at a minimum Data Highway Plus, Remote IO, ControlNet and ethernet; programming, troubleshooting and documenting HMI software for SCADA systems (especially Wonderware products); and with analysis software for electric power distribution (especially SKM PowerTools).

     

    Licensed by the state of Idaho as a Professional Engineer (PE) or, if licensed in another state, able to acquire an Idaho license through the Idaho Board of Professional Engineers within six (6) months of the hire date.

    While performing the duties of this job the employee is occasionally lifting/carrying up to 10 pounds. The noise level is occasionally moderate. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach, grasp, climb and balance. Position requires hand/finger dexterity.

    The work environment will include inside conditions and outdoor weather conditions. Employees will also drive a vehicle as part of this position. Work includes protected exposure to infectious bacteria, bodily fluids and chemicals.
