Responsibilities You will develop and implement contract strategies that align with national, SSP, and CPS goals, focusing on improving customer service and program performance. You will supervise Contracting Officer Representatives (CORs), overseeing contract performance, resolving technical issues, and ensuring effective communication and customer service. You will lead pre-award activities, including proposal planning, procurement, and contract formation, ensuring contracts are established and negotiated effectively. You will monitor and track contract expenditures and schedule compliance, certifying vouchers and working with SPC's financial team to manage contract costs and ensure financial alignment. You will ensure contract deliverables meet required standards, conducting inspections, overseeing contractor performance, and ensuring compliance with Federal Acquisition Regulations and appropriations laws. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-3 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing contracting operations (e.g., performance, cost, schedule, Earned Value Management (EVM)) to measure program accomplishments and formulate improvements to ensure productivity and efficiency of acquisition program activities. Education Additional Information This announcement uses the Acquisition Workforce Personnel Demonstration Project (AcqDemo) Business & Technical Management direct hire authority to recruit and appoint qualified candidates to certain positions in competitive service. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. Several vacancies may be filled. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze.
