    Job Description

    Traffic Control & Engineering is responsible for administration, engineering and operations related to the installation, manufacturing, maintenance and removal of signs, flexible bollards, moveable barriers, in-house traffic sign production and other traffic control devices. The office draws on the expertise and talents of engineers, sign designers, planners, inspectors, IT experts, analysts, and others to help the agency achieve Vision Zero and other city goals.

     

    Traffic Control & Engineering (TCE) is seeking a qualified candidate to serve as the Deputy Director of Maspeth Exterior Operations. Reporting directly to the Director, the Deputy Director will assist in overseeing day-to-day operations for the installation, repair, and maintenance of traffic control devices citywide. This position supports the management of supervisory staff and helps coordinate complex operational programs that include the upkeep of in-house vertical elements, street furniture, pedestrian fencing, highway and bus lane gantry signs, and rubber speed bumps. The Deputy Director will also oversee the removal and reinstallation of safety assets to accommodate citywide milling and paving operations, as well as special events. The Deputy Director will assist with planning and scheduling work crews, monitoring parts and equipment needs, preparing budget and labor estimates, and requisitioning supplies. The role also supports coordination of Street Improvement Projects and other transportation initiatives in collaboration with internal divisions, government agencies, and outside contractors. In addition to project support, the Deputy Director will help manage work crew vehicle usage and ensure efficient allocation of vehicles and equipment across teams. The position will play a key role in mobilizing crews for emergency responses, including highway sign and structural repairs, and in addressing requests from the New York State Department of Transportation. Given the critical nature of this work, the Deputy Director is expected to maintain a high level of reliability during off-hours to support emergency response and urgent operational needs. As such, occasional mandatory overtime is required. Administrative responsibilities include supporting absence control, staff discipline, tracking requests for maintenance, and managing work order assignments. The Deputy Director will also ensure that all safety rules and regulations are followed, promoting a safe work environment and verifying that staff are properly equipped on job sites. The ideal candidate will be a collaborative and inclusive leader who can effectively support the Director in managing staff, balancing priorities, and ensuring operational success. Strong communication skills, both written and verbal, are essential, as the Deputy Director will frequently interact with staff, stakeholders, and partner agencies to ensure that projects and daily operations are carried out efficiently and effectively.

    Qualifications

    1. A master's degree in transportation engineering, mathematics, urban planning, architecture, landscape architecture, urban studies, or related physical and social science fields; or

    2. A baccalaureate degree in engineering from an accredited college and one year of full-time satisfactory experience performing technical work on roadway transportation and traffic studies and area-wide traffic programs; or

    3. A baccalaureate degree from an accredited college and two years of full-time satisfactory experience as described in "2" above; or

    4. An associate degree or completion of 60 semester credits from an accredited college and four years of full-time satisfactory experience as described in "2" above; or

    5. A four-year high school diploma or its educational equivalent and six years of full-time satisfactory experience as described in "2" above.

    SPECIAL NOTE:

    In addition to meeting the minimum Qualification Requirements above:

    To be assigned to Assignment Level II, the candidate must have an additional year of experience as described in the "Qualification Requirements" listed under "2" above.

     

    To be assigned to Assignment Level III, the candidate must have an additional two years of experience as described in the "Qualification Requirements" listed under "2" above.
