    The Idaho Transportation Department is hiring a Program Specialist Technician to join our ITD teamlocated in District 4, Shoshone, ID.

     

    Idaho Transportation Department, District 4 office in Shoshone ID is searching for an administrative team player who can support multiple programs at once. This position will provide high-level, complex, administrative and technical support for programs. The incumbent will work independently with minimal supervision within a broad framework of policies, procedures, and program standards. The incumbent will use independent judgment to complete tasks, share program knowledge, and promote the use of best practices.

     

    This position requires an individual who is highly organized, has proven experience managing multiple programs at once, and is comfortable with technology and accounts payable. The successful candidate will be able to develop and maintain effective relationships with others, execute program goals, and constructively communicate with a wide range of contacts within and outside the agency.

    EXAMPLE OF DUTIES

    Program Knowledge:

    + Respond to in-person, telephone, e-mail, and written inquiries and requests from the public, vendors, and other local, state and federal agencies

    + Establish, implement and monitor program policies and procedures

    + Research laws and regulations to ensure program compliance with requirements

    + Identify discrepancies and determine best solution

    + Serve as technical program expert to respond to questions or find resolution to problems that are outside a normal application

    + Assure program compliance with associated state and federal regulations

    + Determine appropriate information and related materials for creation of databases and development of technical manuals

    + Identify changes needed for program or related system and make recommendations to management for implementation

    + Serve as the database expert for the identified program to edit or update fields and make minor programming adjustments

    + Central control point to approve/disapprove actions or requests for exceptions to requirements based on program knowledge

    + May be responsible for approving, denying or revoking permits and program participation

    + Enter and retrieve data from databases and other automated systems

    + Communication/Training

    + Provide training to department and local agency staff(s) and vendors on technical processes

    + Serve on departmental process improvement teams

    + Develop and revise program manuals, brochures, and forms

    + Convert technical material into information that is easily understood by non-technical users

    + Write ad-hoc reports and provide statistical information to management

    + May represent the department at conferences and/or industry meetings

    MINIMUM QUALIFICATIONS

    Experience:

    + Determining program compliance with state or federal laws

    + Preparing and presenting detailed information to groups of people

    + Translating technical material into easily understandable oral and written communication

     

    MQ Specialties

    Some positions may require:

    + Valid Driver's License

    + Experience developing, revising, and evaluating written test questions for examinations

    Good knowledge of:

    + State and federal motor vehicle laws and regulations

    + Characteristics and capacity of the state highway system and of transport vehicles and related equipment

    + Safe driving practices

    Some knowledge of:

    + Supervisory practices
