Position Description:
Are you ready to lead one of the most critical phases of a federal modernization effort? CGI Federal is seeking a seasoned Transition Manager to oversee the seamless transition of support services for supervision systems within a U.S. government agency. This role is pivotal in ensuring continuity of operations, successful knowledge transfer, and full operational readiness as we modernize mission-critical systems that support the mission of achieving critical financial oversight. This position is located in our Fairfax, VA office; however, a hybrid working model is acceptable.
Your future duties and responsibilities:
Transition Leadership
. Lead the end-to-end execution of the Transition-In and Transition-Out Plans, ensuring alignment with agency objectives for continuity, quality, and operational readiness.
. Develop and manage detailed transition strategies, schedules, and risk mitigation plans that address staffing, knowledge transfer, system ownership, and service continuity.
. Ensure timely onboarding of essential staff and alignment of contractor schedules with transition milestones.
. Oversee the identification and transfer of all relevant systems, documentation, tools, and government-furnished property.
Stakeholder Engagement
. Serve as the primary liaison between CGI, the incumbent contractor, and client stakeholders during transition phases.
. Facilitate tri-party or bi-party coordination to ensure smooth handoffs and shared accountability.
. Provide transparent, timely reporting on transition progress, risks, and mitigation strategies to senior leadership.
Operational Readiness
. Ensure full operational ownership of platforms and services by the end of transition.
. Coordinate with Agile delivery teams to align transition activities with DevSecOps implementation and modernization goals.
. Support the development of a Locational Data Matrix and documentation library to ensure traceability and knowledge continuity.
Required qualifications to be successful in this role:
. Bachelor's degree in IT, Business, or related field; Master's preferred.
. 7–10 years of experience managing large-scale IT transitions or transformations in federal or regulated environments.
. PMP and ITIL 4 certifications required
. Proven experience managing aggressive transition timelines, onboarding and ramp-up of cross-functional teams, and coordinating with incumbent vendors.
. Strong understanding of IT infrastructure, DevSecOps principles, and secure system operations.
. Experience with risk assessment, mitigation planning, and stakeholder communication strategies.
. Proficiency with Azure Boards or equivalent tools (e.g., Jira, Atlassian, Confluence).
Desired qualifications/non-essential skills required:
. Experience supporting federal financial regulatory agencies or banking supervision systems.

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $79,600.00 - $176,300.00.
