FACILITIES SPECIALIST
Position Purpose
To provide support to the Facility Management department in the areas of building operations, maintenance, construction, capital improvements and strategic planning for 24 facilities - a total of 1.3 million square feet and more than 2,600 employees. This role ensures that facilities meet environmental, health, and safety standards while optimizing space utilization and maintaining cost-effectiveness.
Essential Responsibilities
80% - Facility maintenance, repair, and operations
+ Primary focus will be on PGE Facility Management’s two critical sites in Tualatin and Clackamas.
+ Coordinateand overseecontractors, materials and client expectations for routine maintenance and repair of facilities.Assistwithmanagingbuilding systems, operationalprograms,and projects.
+ Obtain competitive quotes and negotiate contracts for services. Assistin theexecutionof contract specifications.
+ Assistin coordinating and scheduling maintenance activities, including HVAC systems, plumbing, electrical repairs, and general upkeep. Develop and implement preventive maintenance schedules.
+ Make recommendationsto improve building and processefficiencies.
+ Conduct regular inspections to promptlyidentifyand resolve issues.
+ Respond to building-related emergencies and major problems or issues at facilities/sites when needed.
+ Partner withFacilitiesteam andother department members to ensure seamless projects for our clients fromsmallrepairs and improvementsto large capital projects.
+ Assistin keepingaccuraterecords of inspections, maintenance, and capital improvements.
10% - Strategic planning and corporate objectives
+ Providerecommendations and cost-effective strategies for long-term use of facilities,sites,and associated workspaces.
+ Support and implement best practices consistent with PGE’s Sustainability Policy.
+ Ensurecontinuingimprovement in the energy efficient operation of all facilities. Provide recommendations for upgrades in lighting, controls, and HVAC systems. Coordinate completion of projects and the submittal of required documentation.
+ Assist Facilities Management department withshort- and long-term planning for office upgrades, O&Mprojects,and capital improvements.
10% - Budget planning and financial reporting
+ Assistin preparation of annual operating and capital project budgets for all facilities. Collaborate with internal departments,Workplace team,andFacilitiesprojectmanagers to survey, evaluate, prioritize, estimate,and recommend capital improvements, operational and maintenance projects for all facilities and sites. Review,controland approve expenditures, process work requests, purchaseordersand requisitions.
+ Analyze andevaluatevendors andcontracts,determinecost-effective solutions,and provide recommendations.
+ Maintain database for short andlong-termoffice upgrades,capitaland O&M maintenance projects.
+ Accurately track time spent on capital and O&M work.

Internal communications:
+ Facility Department to interact with co-workers, coordinate work, discuss projects and provide leadership, as needed.
+ Environmental services,Security, Operations,and Safety&Health,to address issues and resolve problems related to workplace environments.
+ Finance and accounting todeterminebudgeting, project costs,purchasing, work requests, financialreportsand payment processing.
+ Other PGE department managers and employeesto discussfacility, site and space needs, provideinformationand resolve issues.
External communications:
+ Contractors, vendors and suppliers to negotiate pricing, obtain project estimates, administer contracts, and resolve issues.
+ Government agenciesto processbuilding permits, discuss code requirements, environmental issues, and fire system inspections.
+ Architects, designers and construction managersto review, describe and interpret drawings, plans,thescopeof work and specifications.
**CHALLENGES** (complexity and diversity of actions)
+ Balanceongoing work assignments with unanticipated/crisis response assignments.
+ Successfully coordinating and integrating multiple and diverse functionsat critical PGE facilities.
+ Interact with government authorities in representing the company on matters related to building permits, codes,and regulations.
+ Meeting design and project management schedules,maintainingbudgets while managing client and departmental expectations.
+ Successfully negotiating contracts.
+ Prioritizing projects and workload.
+ Ability to work independently to solveissueswhilealigning decisionswith Facilities strategies and standards.
+ Acquiringworking knowledge of multiple complex systems at PGE facilities.
**DECISIONS MADE** (this position makes the following decisions)
+ Determineresources necessary toaccomplishobjectives, setprioritiesand makeappropriate adjustmentsas needed.
+ Schedule work assignments for outside contractors.
+ Resolve issues,disputesand problems related to employee work environments anddetermineeffective solutions.
+ Make recommendations for capital expenditures based on financial analyses of project cost estimates and payback periods.
+ Prioritize work andestablishdeadlines subject to budget,clientneeds,and department goals.
KNOWLEDGE/SKILLS/EXPERIENCE REQUIRED
+ Requires a bachelor's degree in design, architecture, project management, business or related field or equivalent experience.
+ Typically, two or more years in facilities, design. construction project management, architecture or inventory control, depending on position.
+ Facility Management Professional (FMP), Certified Facility Manager (CFM), Facilities Management Certificate (FMC), Project Management Professional (PMP) or related certification preferred.
+ Some experience in facilities management or a related field preferred.
+ Basic understandingof principles and terminology ofbuildingsystems, facility management,projectmanagement,and sustainability.
+ Working knowledge and comprehension of construction drawings, specifications, building codes, OROSHA,ASHRAE, ANSI standards,and other governmental requirements.
+ Knowledgeof budgeting, financial reporting, real estateleasingand incident commandsystem(ICS).
+ Strong anddemonstratedaptitude for organizational/project management with excellent customer relations skills.
+ Proficient inMS Office suiteand computer literacy.
+ Ability to prioritize tasks and work under deadlines.
+ Good communicationskills, both verbal and written.
+ Good drivingrecord, personal vehicle available for use,and validdriver's licenserequired.

Compensation Range:
$74,325.00 - $123,875.00
Actual total compensation, including a performance based incentive bonus, is commensurate with experience, skills, qualifications, education, training, and internal equity. While we anticipate the selected candidate for this position will fall towards the middle or entry point of the compensation range, the decision will be made on a case-by-case basis.
