MANTECH** seeks a motivated, career and customer-oriented **Senior** **Counterintelligence Referent** to join our team in **Chantilly, VA.
Responsibilities include but are not limited to:
+ Serve as the primary Counterintelligence (CI) liaison, integrating with Customer Security staff and supporting mission assurance across daily operations, critical infrastructure, Research, Development, and Acquisition (RDA), and major acquisitions.
+ Identify adversarial threats (internal and external) by conducting expert CI analysis, providing reach-back to IC/DoD mission partners, and leading support for the Insider Threat Program and Supply Chain Risk Management (SCRM).
+ Provide specialized CI support to space acquisition programs, including the acquisition, transport, and launch of critical componentry, working directly with the Office of Space Launch (OSL) and designated program offices.
+ Execute regional and facility threat assessments, performing in-depth research, reporting changes to the Government Technical Monitor (GTM), and conducting worldwide, written post-visit site assessments as directed.
+ Maintain full Area of Responsibility (AOR) understanding for assigned programs, providing comprehensive threat awareness training and senior leadership briefings on adversarial tradecraft, collection methods, and technology indicators.
+ Manage CI collection requirements by identifying collection gaps, writing and utilizing Intelligence Information Reports (IIRs) to fill those gaps, and recommending appropriate countermeasures.
+ Direct CI program continuity by updating and maintaining CI support plans for critical assets and working with program SMEs to develop and validate Critical Program Information (CPI) for CI focus.
Minimum Qualifications:
+ Successful completion of a state or federal/military counterintelligence academy/formal training curriculum
+ 10+ years of relevant experience with DoD CI collection requirements: interviewing, elicitation, and/or debriefing skills.
+ Interviewing, elicitation, and/or debriefing skills per the applicable level stated in the table below.
+ Completion of a formal state or federal training program in counterintelligence.
+ Knowledge and experience in providing CI services to support research, development, and acquisition (e.g. Supply Chain Risk Management (SCRM), Committee on Foreign Investment in the United States (CFIUS), financial management functions, acquisition lifecycle, and contracting functions), as well as CI services for the protection of critical infrastructure and the associated critical national assets.
+ Working knowledge of cyber threats and vulnerabilities, including the applicable laws, regulations, policies, and ethics as related to cybersecurity, privacy, and impacts.
+ Experience applying techniques of debriefing and interviewing in a systematic manner through direct and indirect questioning to obtain information of security, counterintelligence and/or intelligence value. Experience preparing accurate and complete reports that document processes, outcomes, and findings.
Preferred Qualifications
+ Bachelor’s degree in foreign area studies, International Relations, security studies, History, Behavioral Science, Criminal Justice, or Political Science; Five (5) additional years of experience and an Associate’s degree.
+ Experience in CI Supply Chain Risk Management (SCRM).
+ Experience in CI support to Research Development & Acquisition (RDA).
Clearance Requirements:
+ Must have a current/active TS/SCI w/Polygraph.
Physical Requirements:
+ Must be able to remain in a stationary position 50%
+ Needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
+ Frequently communicates with co-workers, management, and customers, which may involve delivering presentations.
+ Must be able to exchange accurate information in these situations.
