    About Oracle Cloud Infrastructure:

    Oracle Cloud Infrastructure (OCI) is building the next generation of cloud services, operating at massive scale and spanning a globally distributed, multi-tenant environment. Our Developer Experience team’s mission is to empower OCI engineers with best-in-class tools and services that maximize their productivity, efficiency, and satisfaction.

    Position Overview:

    We are seeking a highly driven Principal Technical Program Manager (TPM) to drive programs and projects that transform how developers build and operate cloud services. As a TPM, you will lead complex cross-functional initiatives across the developer tooling ecosystem—including CICD services and process automation. You will partner closely with engineering leaders, product managers, and internal customers to deliver delightful, scalable tooling that raises OCI’s engineering productivity bar. Ideal candidates thrive in fast-moving environments, are comfortable with ambiguity, and proactively drive clarity, process improvement, and execution.

    Responsibilities

    Key Responsibilities

    + **Program Leadership:** Scope, plan, and execute large-scale, cross-team projects focused on developer tooling, CICD services, and internal productivity initiatives across OCI.

    + **Process Optimization:** Architect and refine operational processes to maximize developer efficiency, ensure quality, and deliver continuous improvement in tooling and engineering workflows.

    + **Prioritization & Resource Planning:** Collaborate with organizational leadership to align resources and ensure on-time, on-budget delivery of high-impact projects.

    + **Metrics & Executive Reporting:** Define key metrics (KPIs, OKRs), track program status, and deliver clear, concise updates and presentations to senior leadership.

    + **Cross-Functional Coordination:** Drive alignment between engineers, product management, security, and other teams through effective communication and risk management.

    + **Decision Support:** Use data to inform decisions, identify areas for optimization, and support articulation of business and technical trade-offs.

    + **Issue & Risk Management:** Anticipate and resolve roadblocks, proactively identifying and mitigating risks or dependencies.

    + **Documentation & Knowledge Management:** Maintain clear documentation, templates, and artifacts to support collaboration and knowledge sharing.

    + **Continuous Improvement:** Foster a culture of operational excellence, agility, and process innovation within the developer experience org.

    Preferred Qualifications

    + 7–10 years of program management experience in technical environments, ideally focused on developer productivity, tooling, or infrastructure.

    + Expertise in Agile methodologies, facilitating key ceremonies (stand-ups, scrum, sprint planning) and process improvement.

    + Demonstrated ability to operate independently, drive programs from concept to delivery, and lead through influence in highly matrixed organizations.

    + Exceptional communication, presentation, and interpersonal skills, with the ability to translate complex technical concepts for all audiences.

    + Strong executive presence, adept at stakeholder management and working directly with senior leaders.

    + Proven success in resource planning and prioritization across multiple concurrent workstreams.

    + Meticulous attention to detail and a passion for operational excellence.

    + Experience leveraging data and metrics to measure impact and inform decisions; familiarity with tools such as Excel, Jira, Python, or Power BI is a plus.

    + PMP or equivalent program management certification preferred.

    + Bachelor’s degree in Computer Science, Engineering, or related technical field preferred.

    Range and benefit information provided in this posting are specific to the stated locations only

    US: Hiring Range in USD from: $90,100 to $199,500 per annum. May be eligible for bonus and equity.

     

    Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle’s differing products, industries and lines of business.

     

    Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

    8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.

    10. Paid sick leave: 72 hours of paid sick leave upon date of hire. Refreshes each calendar year. Unused balance will carry over each year up to a maximum cap of 112 hours.
