The Minnesota State Lottery is seeking a strategic, experienced, and forward-thinking **Chief Financial Officer (CFO)** to lead all financial operations of the agency. This executive-level position serves as the Lottery’s chief financial strategist, responsible for directing budget development and administration, ensuring compliance with state and federal financial standards, developing fiscal policy, and overseeing financial reporting and analysis to ensure the long-term financial integrity of the Lottery.
The CFO provides high-level financial leadership, consultation, and decision support to the Executive Director and senior management team. This role directs the Accounting Division, manages statewide Lottery financial systems, and oversees all payments, receipts, accounting functions, and financial controls.
Responsibilities Include:
+ Serve as the Lottery’s principal financial analyst and consultant, providing expert technical advice, guidance, and strategic financial insight to senior staff.
+ Conduct complex fiscal analyses, evaluate financial impacts, and ensure sound financial management practices across the Lottery.
+ Provide managerial leadership to ensure financial expertise and decision support for the Executive Director and Lottery leadership.
+ Lead the accounting division, ensuring its operations meet objectives efficiently, effectively, and in alignment with organizational goals.
+ Direct the development, implementation, and management of the Lottery’s accounting and financial reporting systems.
+ Oversee statewide financial management services, ensuring compliance with state requirements and internal policies.
+ Manage the Lottery’s budget development, financial planning, forecasting, and fiscal policy administration.
+ Oversee all payment and receipt functions for the Minnesota State Lottery.
+ Ensure accurate accounting of inventory, fixed assets, and financial transactions in accordance with governmental accounting standards and state regulations.
Minimum Qualifications

Minimum of ten (10) years' experience in progressively greater financial leadership roles
***Note: *Bachelor’s degree in business/accounting/finance, or related field may substitute for one (1) year of experience; Master’s degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience.
To be considered, applicants must have:
+ Extensive knowledge of **Generally Accepted Accounting Principles (GAAP)** , governmental accounting, and auditing practices.
+ Experience managing complex governmental or public-sector financial operations, including budgeting, forecasting, financial reporting, and cash management.
+ Knowledge of inventory and fixed asset management controls.
+ Knowledge of modern public-sector management practices, state accounting requirements, and appropriation structures.
+ Experience preparing, interpreting, and presenting complex financial analyses and reports.
+ Demonstrated ability to lead and manage a financial or accounting division or function.
+ Strong communication skills, including the ability to write clearly, present information effectively, and advise executive leadership.
Preferred Qualifications
+ Experience in a government or quasi-governmental organization, especially with enterprise or revenue-generating operations.
+ Knowledge of the Minnesota State Lottery’s financial structure, statutory requirements, and accounting systems.
+ Experience developing and implementing financial policies and procedures.
+ Experience with statewide financial management systems and state accounting processes.
+ Advanced skills in financial forecasting, policy analysis, and strategic planning.
+ Professional certifications such as CPA, CGFM, or CMA.
