    Hours: Monday - Friday 8:00 a.m. – 5:00 p.m.

     

    The Transportation Department plans, builds, and maintains a safe and vibrant multi-modal transportation network that supports safety, mobility, and environmental sustainability to provide a superior quality of life for our residents, businesses, and visitors.     This position administers design, planning and project management services for multi-modal transportation infrastructure improvements associated with the Durham County Transit Plan for the City of Durham.

     

    The position works closely with the TWTPO, Durham County, GoTriangle, NCDOT and other City Departments to design and construct multi-modal improvements to be funded through the Durham County Transit Plan, Bicycle and Pedestrian improvements identified in the Durham Bike+Walk Plan, and other transportation traffic, safety and roadway improvements funded through either federal, state, or local funding sources. Performs oversight and management of multiple and/or large, complex, and high-profile construction and design projects. Oversees the entire project lifecycle, which may include planning, land acquisition, design, construction, project close-out, and may serve as a designated subject matter expert. Decision-making includes providing input into management objectives, incorporating Vision Zero goals, establishing work goals and objectives of a unit to carry out management direction, and selecting the method to address a problem or issue, subject to the constraints established by management objectives and direction.

    Duties/Responsibilities

    •Performs project coordination and contract administration; develops cost estimates; creates project manuals and documentation; provides complex support on engineering studies, develops project scope; researches engineering design options; coordinates project bidding processes; evaluates project risk and takes action to mitigate risks; obtains appropriate permits; and ensures projects are on schedule, within assigned budgets, and comply with applicable regulations, policies, and procedures.

    •Plans, designs, operates, and maintains systems and structures in the assigned area of operation; reviews, prepares, updates, and communicates plans, drawings, and concepts; conducts field reviews; assesses and evaluates project plans and operations; calculates costs; and ensures plans and operations comply with applicable requirements, standards, policies, and procedures.

    •Manages project funds and securities; reviews and manages funds; calculates Construction bonds and ensures bond meets City requirements; reviews construction and engineering documentation; and coordinates with senior management and attorneys to resolve complex technical issues.

    •Conducts final inspections to facilitate infrastructure acceptance, warranty and repair requirements; evaluates projects, proposals, and applications; reviews plans and documentation; and coordinates with developers, inspectors, and higher-level and other staff to assess compliance with specifications; prepares related documentation, including punch lists; receive approvals; and finalizes and closes projects.

    •Provides customer service; coordinates with a variety of internal and external staff, departments, and agencies; and attends meetings, to provide professional and technical information; process and evaluate requests; prepare and review technical documentation; ensure compliance with design and project requirements, and applicable regulations, policies, and procedures; and facilitate related departmental operations.

    •Processes development and project-related applications; processes, issues, and/or approves assigned permits and certificates; maintains databases; prepares reports; performs billing duties; collects and allocates fees to appropriate accounts; processes invoices and generates payment requests; and reviews, verifies, and analyzes information to make recommendations and ensure accuracy, completeness, and compliance with applicable regulations, policies, and procedures.

    •As assigned, may serve as a lead worker, monitoring work completion or supervise paraprofessional and support staff.

    •Positions assigned to development review may be responsible for:

    •Reviewing and preparing drawings.

    •Conducting final infrastructure acceptance and warranty/repair inspections.

    •Responding to customer questions.

     

    Minimum Qualifications & Experience

     

    •Bachelor’s degree in engineering or a directly related field

    •One year of engineering-related experience (which may include internship experience).

    •Some assignments may require a valid North Carolina Class C Driver’s License with a satisfactory driving record acquired within a time frame established by the City.

     

    Additional Preferred Skills

     

    •Registration as a North Carolina Professional Engineer (PE) or North Carolina Engineering Intern (EI) is preferred.

    •Certification as a Project Management Professional (PMP) or Certified Construction Manager (CCM) is preferred.

    •AutoCAD or MicroStation skills are preferred.

     

    ADA and Other Requirements

     

    Positions in this class typically require: climbing, balancing, stooping, reaching, standing, walking, fingering, grasping, talking, hearing, and seeing.

     

    Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

     

    Work is performed in an indoor, office and/or outdoor environment.

     

    Incumbents may be exposed to hazardous physical conditions, such as, mechanical parts, electrical currents, and vibrations; atmospheric conditions, such as fumes, odors, gases, and poor ventilation; extreme temperatures; intense noise; and other environmental conditions, such as, challenging behaviors, imminent danger, and threatening environments.

     

    Incumbents may be expected to travel to external organizations and locations.
