    Our Mission is to perpetuate the wildlife resources of the state, to provide a quality state parks system, and to provide enjoyable and sustainable outdoor recreation opportunities that educate and inspire current and future generations to serve as active stewards of Colorado's natural resources.

     

    The License, Reservations and Customer Operations work unit executes the limited licensing draws and oversees the issuing and accounting for approximately two million hunting and fishing license sales for Colorado Parks and Wildlife (CPW). This unit is also responsible for the issuing of special wildlife licenses, disability licenses and passes, the review, hearing and execution of license suspension hearings as mandated by Statute and Parks and Wildlife Commission regulations, and oversees the statewide campground reservation, Landowner Preference Program, and pass distribution systems. The CPW Call Center is also housed in this unit, handling thousands of emails and customer service phone calls monthly.

    Description of Job

    This position exists to manage the Landowner Preference Program, as mandated by Colorado Revised Statutes and by Parks and Wildlife Commission regulations. This position operates as the Subject Matter Expert pertaining to Landowner Preference and assists the Draw team in annual testing and administration. Provides customer service to internal and external customers. Performs maintenance, development and testing of the IPAWS/PROWL Licensing System.

    Specific duties include, but are not limited to:

    Managing the Landowner Preference Program

     

    This position operates as the subject matter expert for the Landowner Preference Program. They provide program information and assistance to Colorado Landowners that are currently in the program or would like to participate in the program. They review landowner registration applications online including reviewing for accuracy, reviewing for approval or denial into the program, notice of correction, coordination with field staff, etc. They provide high-level front line customer service on the phone, in person, and prepare online information and resources explaining the Landowner Preference Program with detailed explanations on properly completing required paperwork. This position answers numerous calls and emails daily during the busy seasons for the Landowner Preference program.

     

    Design, develop, and order hundreds of landowner letters and vouchers for shipment to landowners. Develop instruction guides explaining State Statutes, Colorado Parks and Wildlife (CPW) Regulations, and CPW policy pertaining to the Landowner Preference Program in plain language for a lay person to understand. This position reviews brochures and the website to ensure accurate information is being shared.

     

    This position represents Colorado Parks and Wildlife as a subject matter expert at public meetings. This position serves as a resource to all field staff including customer service representatives and officers. This position will also perform other duties as assigned when needed.

    Customer Service

    Provide extensive customer service via phone, email, mail, and in person. Communicate with, clarify, and instruct internal and external customers answering questions in a tactful and professional manner. Allow the open exchange of information and facts. Convey detailed and important instructions to internal and external customers. Explain regulations, statutes, and policies in plain language for a layperson to understand. Assist statewide in the Customer Service Representative Chat, and serve as a back-up to other LRCO team members when needed.

     

    System Testing and Maintenance

     

    This position performs system testing of the Integrated Parks and Wildlife System (IPAWS) and the Parks, Reservations, Outdoors, & Wildlife Licensing (PROWL) to test system function and interface issues. Testing includes point of sale terminals, internet testing, administrative database testing, and system regression testing.

     

    Compile and analyze the testing results as required, and provide concise detailed reporting of the testing procedures.

    Training

    Provides training and instructions on the Landowner Preference Programs at Wildlife Officer training academy annually; as well as officer in-service training when requested. Attend Area meetings to present as needed. Present annually statewide to all customer service representatives on the updates to the program and anything they need to know.

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

    Minimum Qualifications

    Five (5) years of relevant experience in Natural resource management, biology, ecology, wildlife management or research, outdoor recreation, public administration, program management, customer service with a natural resource or government focus or an occupation related to the work assigned to this position

    OR

    A combination of a any Science related degree, a degree in Natural Resources, Wildlife Management, Biology, Aquatic Biology/Fishery Science/Aquaculture/Fishery Management, Ecology, Environmental Science, Environmental Policy, Geography, Geology, Outdoor Recreation, Zoology/Animal Sciences, Public Administration, Communications, Law, Public Engagement/volunteer management, Business, Program Management/Project Management, Computer Science, Applied Computing, Computer Engineering, IT degree and/or relevant experience in an occupation related to the work assigned equal to five (5) years

    Preferred Qualifications

    + Current or former State experience relevant to this position.

    + Current or former Colorado Parks and Wildlife work or volunteer experience.

    + Understanding of the Colorado Landowner Preference Program and big game draw process.

    + Good working knowledge of computer based technology.

    + Proficiency in Microsoft Word, Excel, Google suites.

    + Comfortable speaking to large groups of people.

    + Exceptional customer service and ability to develop and maintain professional relationships.

    Conditions of Employment

     

    + State of Colorado residency is required at the time of application.

    + Must possess and maintain a valid state of Colorado driver's license if operating a State vehicle.

    + 1-2 On call shifts a year on holidays or busy weekend dates.

    + Occasional travel to other offices and trainings may be necessary.
