    Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located with the U.S. Cyber Command, Program Executive Office. Responsibilities The incumbent serves as the chartered Program Manager with delegated acquisition authority Provides direction on assigned programs to ensure compliance with statute and regulation and provides verification of compliance at the DoD and USCYBERCOMMAND levels. Serves as the primary Decision Authority for assigned delegated authority, overseeing programs’ cost, schedule, performance, interoperability and affordability. Researches and interprets acquisition and life cycle management policies and directives and makes conclusions which are provided as direction to program managers. Prepares acquisition documentation, reviews, briefings, narratives, reclamas, justifications, and defense statements. Leads subordinate teams in executing approved and appropriately tailored Acquisition Strategies. Provides continuing oversight of contractor service delivery and deliverables. Collaborates with the Head of Contracting Activity (HCA) and Contracting Officer (CO) in support of development of procurement strategies, aligned to achieve the program’s acquisition strategies/ acquisition plans. To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by managing the lifecycle of acquisition programs-from planning and execution to evaluation; identifying potential risks associated with program execution and developing mitigation strategies accordingly; providing clear, comprehensive advice and guidance, present detailed reports and findings, and render suitable recommendations to promote improvements of efficiency and effectiveness and; leading teams in reviewing, assessing, and refining acquisition strategies, specifications, and plans. This position is in the Supervision/Management Work Category at the Expert Work Level within the CES Occupational Structure. Education Additional Information If you are a current federal career/career-conditional employee, you will be placed on an excepted appointment. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required. Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoDM 8140.03 Cyberspace Workforce Qualification and Management Program dated 15 February 2023. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. The incumbent must obtain Acquisition certification in the Program Management Functional Area at the Advanced Functional Tier within 48 months of entry into this Critical Acquisition Position (CAP) in accordance with DoD Instruction 5000.66, Defense Acquisition Workforce Education, Training, Experience, and Career Development Program. The incumbent must also achieve 80 hours of Continuous Learning Points (CLPs) every two years from the time they are appointed to an Acquisition Workforce position, both before and after obtaining the required certification. The incumbent must be willing to sign a three-year tenure agreement, and a mobility agreement. This is a Critical Acquisition Position. Unless specifically granted a position waiver by the Director of Acquisition Career Management or the Army Acquisition Executive the following requirements are mandated: Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years. Selectee must obtain the highest Career Category Level of certification in the assigned Career Category/Functional Area. The exception is Program Management, which requires Practitioner or higher Career Level certification. The assigned Career Category/Functional Area and Career Level Certification Category can be found on the sequenced position Conditions of Employment data fields in the header of the PD/PRD. Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years. Practitioner Career Level Certification must be met within 5 years. Advanced Career Level Certification must be met within 4 years.
