    The Idaho Department of Insurance (DOI) (https://doi.idaho.gov/) is seeking to fill a full-time, exempt Market Examiner position. We are looking for an individual who has a passion for protecting Idahoans and a deep understanding of the insurance industry, as well as excellent communication and leadership skills. Under the supervision of the Market Oversight Bureau Chief, this position is responsible for a variety of market conduct activities including analysis, investigations, and examinations. This position is required to attain a Certified Insurance Examiner (CIE) (https://go-ires.org/designation-programs/aie-and-cie-designation-program/) designation through the Insurance Regulatory Examiners Society within a reasonable amount of time after hire.

    The ideal candidate has experience in:

    + All types of insurance.

    + Working with insurance carriers and insurance consumers.

    + Customer service with a desire to assist Idahoans.

    + Clarifying complex issues in understandable terms.

    + Applying critical thinking and collaboration to solve complex problems. This includes the ability to think ahead to identify changing “landscapes” and outlooks to proactively make decisions. Experience in market conduct regulation.

    EXAMPLE OF DUTIES:

    + Conduct market analysis and market conduct activities, including company examinations;

    + Train others and review the work of others performing market conduct work. May work with contractors;

    + Develop and implement policies and procedures for highly efficient market oversight in accordance with the NAIC Market Regulation handbook;

    + Take steps to identify, diagnose and resolve areas of concern related to market conduct;

    + Confer with and advise management regarding insurance company compliance with Idaho Code, federal regulations, informational bulletins, and attorney general opinions affecting the insurance industry;

    + Monitor insurance industry trends, analyze the impacts those trends will have on consumers and the insurance marketplace, and coordinate the necessary follow-up.

    + Prepare written workpapers to illustrate and document work accomplished and demonstrate achievement of the agency market analysis and examination objectives.

    + Work closely with staff and attorneys regarding legal matters, represent the department in administrative actions and testify in hearings when needed.

    MINIMUM QUALIFICATIONS

    Experience:

    + Good knowledge of insurance or financial industry regulation.

    + Good knowledge of research and analysis methods and statistical techniques including compiling and analyzing statistical data, drawing conclusions, and presenting recommendations verbally and in written form.

    DESIRED QUALIFICATIONS

    + Two (2) years of experience as a market conduct examiner or similar position

    + Possess professional designations such as MCM, AIE, CIE, APIR or PIR;

    + Direct regulatory experience and/or a deep understanding of the insurance industry with an emphasis on market conduct and compliance with laws and regulations;

    + Familiarity with all lines of insurance, including insurance company operations, insurance, underwriting, claims and sales practices, and insurance producer practices.

    SUPPLEMENTAL INFORMATION

    This position is exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission.

     

    Some work-related travel is required by this position
