Minimum Qualifications
Education
+ Bachelor's Degree in Transportation, Management or related field
+ In lieu of Bachelor's degree, a high school diploma or GED and four (4) years of work experience in Rail or Bus transportation operations or related field, to include supervisory experience in a Rail or Bus Transit operational environment, in addition to the minimum experience stated below, will be considered
Experience
+ A minimum of four (4) years of supervisory experience in a Rail or Bus Transit operational environment
+ Experience performing administrative procedures such as budget, cost control, payroll, interviewing, conducting investigations and/or report writing
Certification/Licensure
+ Possession of a valid motor vehicle operator permit
+ Roadway Worker Protection (RWP) certification, level 2, within 3 months of hire and maintained for the duration of time in the job.

Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.
Job Summary
The Assistant Superintendent, Field/Train Operations assists in directs and controls, through subordinates, the daily activities of train, yard, terminal, road and station Operations for a segment of a rail line and plans and directs the resources required to provide optimal service performance. The incumbent identifies and resolves service issues to meet established schedule requirements.
Additionally, the incumbent implements and modifies operating plans and procedures to ensure activities are conducted safely and in conformance with accepted practices and guidelines. Assists the Superintendent with providing performance feedback to employees using several methodologies (coaching, counseling, and performance management) to address performance issues and to recognize proper performance. Works closely with the Superintendent to ensure a high level of customer service is provided to the public.
Essential Functions
Exercises leadership and supervision over a Rail Transportation Division which is composed of rail operations supervisors, train operators, interlocking operators, station managers, depot clerks, division clerk and supply runner. Reviews daily and other operations reports to ensure work is accomplished properly, effectively and within established guidelines.
Partners with Railcar Maintenance (CMNT) personnel to ensure car requirements are met for normal service, track work, emergencies, special events and any activities that may impact revenue services. Maintains close liaison with other operations and maintenance departments in the execution of responsibilities.
Provides clear expectations, constructive feedback, coaching and guidance to properly motivate employees. Provides the tools and resources necessary for employees to perform their duties.
Assists the Superintendent to maintain control over fiscal responsibilities of the division, to include ensuring all work assignments are filled, monitoring overtime and non-productive time, to ensure scheduled service is met.
Monitors productivity and establishes specified work standards, goals and objectives to ensure that all activities are accomplished safely, efficiently, economically and in conformance with assigned mission. Prepares and assigns personnel for support of shutdown, special events, new phase openings, emergencies, contractor activities, testing and other activities that impact service.
Evaluates and discusses performance with subordinate personnel, recommending commendations or disciplinary action as appropriate. Discusses complaints and grievances (first step) with employees or their representatives in accordance with established collective bargaining agreements.
Prepares various reports related to activities and performs related duties as required. Analyses operational data to identify problems, and recommends, and provides solutions.
Enforces safety rules and recommends changes to improve operating and safety procedures. Implements contingency plans and makes changes to scheduled service to minimize service disruptions.
Investigates all accidents for determination of root cause. Inputs, reviews and analyzes the information in the Safety Management System (SMS).
Other Functions
Work evenings and weekends as assigned and may be required to be on call in a 24 hours per day operational environment.
Attends meetings, hearings and high-level planning sessions, inside and outside the Authority pertinent to the execution of the functional responsibilities of Rail Transportation.
Responds to and coordinates with other departments during rail yard emergencies and mainline service disruptions.
Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
