    TELECOMMUNICATIONS SYSTEM ANALYST – MAINTENANCE PLANNER** **(La Crosse, WI)

     

    _Hiring Salary Range: $99,900-149,900_

    The Telecommunications System Analyst – Maintenance Planner supports the reliability and performance of Dairyland Power Cooperative’s telecommunications systems by monitoring network health, managing alarms, and maintaining accurate asset and workflow records. This role leverages data analysis to optimize system performance, coordinates with engineers and stakeholders on maintenance and capital projects and ensures effective documentation and reporting to align with organizational goals. Provide on-site work order planning and job scoping of maintenance work utilizing the Enterprise Asset Management software (EAM) as the primary tool. This includes maintaining accurate asset records, standard job plans, job histories, work order closure, preventive maintenance activities, and maintenance of associated records.

    The Impact You'll Make In This Role:

    ESSENTIAL JOB FUNCTIONS:

    1. Monitor and manage the telecommunications network management system to identify alarm conditions and ensure optimal system performance.

    2. Track and report maintenance and operational activities to telecom leadership using key performance indicators (KPIs).

    3. Oversee the performance and health of telecommunications systems, including microwave networks, fiber connections, AC/DC power plants, and land mobile radio systems, utilizing network monitoring tools and software.

    4. Create and manage repair and capital work orders while communicating issues and updates to key stakeholders.

    5. Maintain and oversee accurate asset management records within D365.

    6. Collect, analyze, and interpret telecom system data to generate performance reports for leadership.

    7. Recommend system optimization strategies based on data trends and usage patterns.

    8. Maintain up-to-date documentation for network configurations, equipment inventory, and maintenance schedules.

    9. Analyze system logs to identify trends, address potential issues, and mitigate vulnerabilities.

    10. Respond promptly to alarms and network disruptions, ensuring timely resolution of system malfunctions.

    11. Manage and monitor the system status dashboard to track network health and performance.

    12. Support the administration and implementation of telecommunications networks, SCADA systems, and the Network Management System.

    13. Develop and assign maintenance and capital work orders to appropriate personnel.

    14. Coordinate workflow and communicate effectively with managers and engineers.

    15. Collaborate with telecommunications engineers on design and project work.

    16. Stay informed on emerging technologies and assess their relevance to Dairyland’s operational needs.

    17. Create and update detailed technical drawings as required.

    18. Provide technical support for telecom technicians.

    19. Perform additional duties as assigned to support departmental and organizational goals.

    Your Experience and Expertise:

    **MINIMUM QUALIFICATIONS** :

    **Education & Experience** **:** Associate Degree with courses in electronics, computers, or telecommunications plus a minimum of eight (8) years of experience in utility telecommunications and SCADA, with extensive experience in substation and microwave communications system design. Equivalent combination of education and experience will be considered

    **Skills** :

    + Knowledge of FCC and FAA rules and regulations.

    + Thorough understanding of MPLS, TCP/IP, routing, switching, Subnetting, Routing Protocols, VPN, Wireless, firewall technologies a general understanding of VOIP.

    + Comprehensive knowledge of AC/DC Power Plants.

    + Experience with Nokia, Aviat, MNI, Motorola Mobile Radio, Cisco.

    + Ability to read and comprehend complex written documents, including schematics.

    + Strong verbal, written, interpersonal and presentation skills.

    + Proficient in computer literacy, including experience in computer aided drafting and signal propagation/path analysis software.

    + Basic understanding of project management principles, tools, and methodologies.

    **Licenses and Certifications** **:** Valid Driver’s License. Federal Communications Commission (FCC) license preferred.

    **Environmental Demands** **:** Works primarily indoors (office, substation and communication facilities). Must be able to access remote areas and in uneven terrain while carrying equipment. May work around electrical hazards, with some radio frequency radiation exposure.
