    Summary About the position: This position is Non-appropriated Fund (NAF) and will be assigned to the NAF Accounting Office, Air Force Academy, Colorado. This position does include benefits. . Responsibilities Serves as the focal point for all 10 Force Support Squadron (FSS) property management matters to ensure property control and disposal processes are consistent throughout the squadron and to maintain single point accountability for excess and surplus property. Provides logistics guidance, training and assistance for activities receiving APF, NAF and DRMO support. Assists activity managers in managing and controlling all property items and maintaining an accurate Master Fixed Asset Listing (MFAL). Acts as liaison between FSS and Base Supply, Contracting, DRMO. Manages and conducts annual property inventories of items not inventoried by the NAFFA, ensuring all items are properly labeled/marked. Monitors MFAL and provides managers with property labels as needed. Reviews and coordinates on NAF capital requirements budgets (NRB), all out-of-cycle NAF purchase requests and all five year capital requirements to ensure proper fund source is used. Initiates property custodian paperwork and ensures all new activity managers conduct a property inventory of all items. Reviews & processes all NAF property additions, adjustments, transfers, and disposal forms prior to submitting to RMFC for approval. Coordinates w/activity managers to determine best method for sale/disposal or property. Monitors and/or controls sealed bid auction for sale of NAF property. POC for NAF on line resale program. Identifies surplus NAF equipment and supplies for possible transfer within the squadron, ensures proper fund source is used. Maintains documents with pictures and details of items, coordinates on paperwork to complete inter activity transfers. Acts as liaison between FSS and Base Supply, Contracting, DRMO, NAF Council and RMFC. Manages/monitors NAF Inquiries & Investigations. Assists Resource Advisor with the APF Unfunded Requirements (UFR) process and ensures use of proper fund source. Acts as Vehicle Control Officer (VCO) and focal point for vehicle support requirements for both APF and NAF vehicles. Determines vehicle requirements and budgets accordingly for NAF Council approval. Records vehicles in the Vehicle Management System (VMS) and maintains vehicle records for all NAF vehicles. Ensures vehicle maintenance and inspections are performed & documented. Prepares and maintains a vehicle folder for all NAF & DRMO vehicles. Maintains list of all FSS personnel drivers' licenses. Reports & processes vehicle accidents and insurance claims according to guidance. Other related duties as assigned. Qualifying Experience: Must have experience that shows progressively responsible administrative or technical work which has provided a knowledge of supply and property management. Working knowledge of DoD Vehicle program is required. Must have comprehensive computer skills to include standard software products such as MS Office and Outlook. Must have experience with spreadsheet analysis and data base creation. Knowledge of commonly used budgetary methods, practices, procedures, regulation and processes is highly desirable. Must be able to communicate effectively both orally and writing in the English language. Must be able to lift and carry objects weighing up to 40 lbs. Successful completion of a Tier 1 investigation is required. You will be evaluated on the basis of your level of competency in the following areas: Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does not allow for education substitution. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying. Additional Information Individual must fully meet qualification/eligibility/background requirements for this position. U.S. Citizens and Non-U.S. Nationals who have resided in the U.S. Territory for three (3) or more consecutive years immediately preceding the start of Federal Affiliation or a signed memorandum indicating the installation's decision on the 3-year residency requirement. Male applicants born after December 31, 1959 must be registered for Selective Service. Direct deposit is required. Satisfactorily complete an employment verification (E-Verify) check. A probationary period may be required. Pre-employment requirements must be satisfactorily met prior to Entrance on Duty (EOD). Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government's interest.
