    Position Summary

    The Division Fiscal Administrator is a senior leadership position responsible for overseeing the financial management and operations within a specific division of the State of Arkansas. This role requires a strategic, detail-oriented professional who will manage budgeting, fiscal reporting, financial analysis, and resource allocation to ensure the division's financial health and compliance with state and federal regulations. The Division Fiscal Administrator will provide guidance to financial staff, collaborate with other state departments, and lead initiatives to improve fiscal processes while ensuring transparency, efficiency, and accountability.

     

    This position requires on-site employment with no remote or hybrid options available.

     

    Education and Professional Work Experience

    Minimum Qualifications

    A bachelor’s degree in accounting, finance, business administration, or a related field, plus four (4) years of experience in fiscal management, accounting, or financial analysis is required.

    + Strong understanding of financial management, budgeting, accounting principles, and fiscal operations.

    + Ability to apply financial data and analysis to guide decision-making and planning.

    + Ability to analyze complex financial data, assess trends, and develop actionable insights that support organizational goals.

    Job Responsibilities and Expected Results

     

    + One of two Fiscal Division Administrators reporting to the ACOM Chief Financial Officer II responsible for the oversite and management of the approximately seventy (70) finance shared services and indirect employees and the administration of federal grant awards, agency budgets and fiscal operations.

    + Ensure the successful implementation of multiple business processes related to S4, Ariba, and Concur.

    + Responsible for creating, maintaining, and validating financial master data and coding structure within SAP (AASIS) to ensure accurate financial reporting and compliance.

    + Oversee the creation of the Departments’ biennial budget and annual operation plan.

    + Oversee the preparation of monthly, quarterly, and annual financial reports and ensure the accuracy and integrity of financial data.

    + Monitor and manage the state’s budget, ensuring that sufficient appropriations are available for operational needs.

    + Serve as a liaison between the department and the Department of Finance & Administration and Shared Administration Services.

    + Prepares and analyzes financial and budgetary reports for supervisory staff to support informed decision-making.

    Primary Responsibilities

    Lead the preparation and management of the division’s annual budget, including forecasting, planning, and resource allocation. Ensure that the division’s financial resources are used effectively and in accordance with state policies and guidelines. Oversee the preparation of financial reports, including monthly, quarterly, and annual financial statements. Analyze financial data to identify trends, variances, and opportunities for cost containment or process improvements. Ensure that all fiscal operations within the division comply with state and federal financial policies, regulations, and standards. Manage internal and external audits, ensuring that all audits are conducted efficiently and in compliance with applicable laws and regulations. Oversee the allocation of financial resources within the division, ensuring that funds are distributed appropriately and in alignment with the division's strategic goals. Manage a team of financial staff, providing mentorship, training, and performance evaluations. Develop and refine financial policies and procedures to improve fiscal efficiency and transparency.
