    Summary You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DEPARTMENT (N8), FINANCIAL MANAGEMENT SYSTEMS AND REPORTING BRANCH (N833) of MILITARY SEALIFT COMMAND. Responsibilities You will oversee the the Business Management and Reporting Team. You will continually monitor and assess the effectiveness of the changes in systems upgrades and enhancements in order to optimize performance. You will produce specialized reports and provide expert advice and counsel to the Division Director establishing long term and short term plans for MSC financial management systems, reporting, and operations framework for MSC business segments. You will plan, design and implement accounting and systems policies. You will establish organization goals for accounting systems operations, as it relates to financial systems, consistent with the objectives of the Navy Working Capital Fund and General Fund. You will Identify and resolve major financial management systems issues involving MSC operations and programs. You will plan and implement command-wide reviews and analysis of programs for efficient, economic and effective financial management controls in the systems arena. You will manage the systems analysis and the development of financial software or tools used to extract data and reports from automated local and corporate financial systems. You will provide financial systems assistance to Program Managers, Functional Directors, Business Managers, senior staff members and various worldwide entities within MSC. You will direct and serve as subject matter expert in identifying efficiencies and deficiencies during interface testing or systems upgrades in order to record and validate timeliness, accuracy, completeness, and usability of the data sent/received. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one full year (52 weeks) of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience Supervising GS Personnel. Experience serving as the senior liaison for budget, accounting, or financial management policy and procedures within the organization; Experience directing and/or performing continuing program execution review, analysis and appraisal of the major operating and support programs within the organization; Experience providing interpretive and analytical advice on financial transactions and program execution; Experience developing format and content to provide managers with various listings, reports, and data relative to status of funds and the propriety of obligations; Experience ensuring financial integrity, timeliness, accuracy and validity of supporting managerial accounting, budget execution, and financial management reports; Experience coordinating the development and reporting of cost/performance information in support of mission tasks for the organization; Experience directing the implementation of approved financial management policies within the organization based on DON policy and ensuring compliance with internal controls. Experience mapping out business processes, implementing process improvements, and developing reporting tools to support the tracking of KPIs related to Navy Working Capital Fund and General Fund execution; Experience developing ADHOC reports, briefs, and PowerPoint presentations to Command leaders.
