Responsibilities Serves as a Supervisory Management Analyst with oversight responsibility to independently develop, analyze, recommend and establish controls for the Agency's organizational structure, functional alignments, and manpower resource utilization. Serves as a Section Chief to coordinate, facilitate and supervise members of the Section, providing technical/functional supervision and guidance. Conducts comprehensive analyses and reviews of assigned activities organizational structures and manpower resources. Develops procedures for the control of assigned organizational structure, function assignments, and manpower. Prepares and presents reports and briefings on program status and/or recommend action to key staff elements. Requirements Conditions of Employment Qualifications Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service. You may need to send proof of education or of certification to be considered for this position. For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service. Specialized experience is defined as: developing and analyzing controls for an agency's organizational structure, functional alignments, and manpower resource utilization, OR briefing leadership on organizational structure and program status, OR making recommendations to leadership on an agency's organizational structure. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Education There is no substitution of education for specialized experience at the GS-13 grade level. Additional Information A one year probationary or trial period may be required.
