    Summary This vacancy is for a GS-2150-12 EXTERNAL PROGRAMS AND OPERATIONS MANAGER, located in the Department of Homeland Security, U.S. Coast Guard, SECTOR PUGET SOUND WATERWAYS MANAGEMENT DIVISION in SEATTLE, Washington. Responsibilities You will serve as an EXTERNAL PROGRAMS AND OPERATIONS MANAGER and be responsible for managing the Vessel Traffic Center (VTC) operations and external outreach initiatives and for facilitating navigational safety, security, and marine environmental initiatives within the Vessel Traffic Service (VTS). Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Providing direct oversight of vessel traffic management operations in the VTC to include determining short-range work schedules and special assignments and performing all staff administrative and management functions. Managing functionality of VTS systems, equipment, and workspaces to ensure operational readiness. Interfacing with Federal, State, Local, and Tribal governments, stakeholder organizations, vessel operators, and the general public on matters involving vessel traffic management operations. Providing advice, technical guidance, and briefings related to vessel traffic management operations. Leading, conducting and/or participating in vessel traffic management and port-related studies and reviews. Developing and disseminating enhanced training and specialized information related to legislative/regulatory initiatives impacting vessel traffic management operations within Puget Sound. Managing VTS stewardship of Sector Puget Sound's Cetacean Desk Pilot Program. The incumbent must obtain/maintain qualifications as a VTS Sector Operator and Watch Supervisor. The incumbent must obtain/maintain VTS OPS competency as defined by USCG Competency Dictionary. Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a one-year probationary period. To meet those standards, all selected applicants must undergo and successfully pass a background investigation. This position requires a Secret clearance. This is not a Bargaining Unit position. Selectee must be able to obtain/maintain a valid state driver's license. Time-in-Grade requirement must be met by the closing date of the vacancy. This is a drug testing designated position. Proficiency in English is required. Qualifications Individual Occupational Requirements for Transportation Operations Series 2150 To qualify at the GS-12 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Specialized experience for the EXTERNAL PROGRAMS AND OPERATIONS MANAGER is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular and recurring basis. Operating a variety of surveillance sensors and communications equipment in a vessel traffic operations center. Participating in reviews of vessel traffic management. Incorporating legislative or regulatory changes impacting vessel traffic management operations.
