About Us:

The Market Regulation Bureau of the Iowa Insurance Division (IID) is a State of Iowa Agency that is responsible for the regulation and investigation of potential violations of Iowa Code within the insurance industry. We are dedicated to maintaining the highest standards of integrity and transparency within our operations. Our Insurance Complaint Analyst – Investigator (ICA-I) have many of the same skills that an insurance company Special Investigations Unit (SIU) or similar investigators have and plays a vital role in identifying and mitigating risks associated with fraud and misconduct in the Insurance Industry regulatory environment.

The IID mission is to achieve compliance through education, regulation, and due process for a safe and sound Iowa insurance marketplace. The IID contributes to this mission by working with industry and law enforcement partners to promote industry integrity via civil investigations into alleged fraudulent, coercive, dishonest practices, demonstrations of incompetence, untrustworthiness, or financial irresponsibility in the conduct of business in this state or elsewhere.

Job Description:

We are seeking a meticulous and experienced SIU or similarly skilled Investigator to join our team. The ideal candidate will be responsible for conducting comprehensive investigations into potential fraud, misconduct and potential violations of Iowa Code. This role involves a variety of investigative tasks aimed at gathering evidence and supporting our commitment to ethical practices.

Investigative Work experience that would assist an applicant would be:

+ Private investigations.

+ Insurance company (SIU) or internal company investigations.

+ Creating reports that document and demonstrate the cause or responsibility in inappropriate or illegal actions involving the insurance industry setting.

What You'll Do:

This position is responsible for maintaining an investigative caseload consisting of civil/regulatory cases. Market Regulation Bureau Investigators operate under responsibilities listed in Iowa Code 505.8 and Iowa Administrative Rules 191- Chapter 1.

Investigative activities include:

+ Collecting evidence and gathering facts.

+ Applying state laws, rules and regulations, and insurance policies to cases.

+ Communicating case activities in thorough, accurate, and organized enforcement reports.

+ Obtaining and analyzing various types of records.

+ Conducting interviews of victims, suspects, and witnesses for civil/regulatory investigations.

+ Writing and execution of subpoena for the gathering of evidence.

+ Working with insurance companies SIU’s, Compliance Departments, and other internal company departments.

+ Testifying in civil and administrative hearings.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited school of law.

2) All of the following (a and b):

a. Graduation from an accredited college or university with a Bachelor’s degree; and

b. A total of three years full-time work experience in at least one of the following areas: i. Multi-line insurance adjusting or underwriting; or ii. Investigating and recognizing violations of state laws or regulations and preparing cases proving such violations for presentation at administrative hearings; or iii. Conducting research, analysis, interpreting, implementing or monitoring insurance regulations and insurance products and providing consultation and customer assistance and technical assistance to stakeholders; or iv. Business management and administration including: budget administration and analysis, regulatory and legal compliance, quality assurance, and customer service administration.

3) A total of seven years of education and/or full-time experience (as described in number two), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.

4) Current continuous experience in the state executive branch that includes 18 months of fulltime work in insurance regulation.
