Export Control and Regulatory Compliance Manager, Division of Research & Innovation

Position Purpose:
The Export Control and Regulatory Compliance Manager will implement risk-based strategies to advance the institution's research mission while ensuring institutional compliance with applicable regulations and policies. This position reports to the Associate Vice President, Research Integrity.
Essential Functions:
Ensure compliance with export-control obligations, University policies, and procedures by academic and non-academic personnel. Resolve compliance problems and questions under the auspices of research compliance including financial conflict of interest, stem cell research, export control regulations, et al.
Serve as resource person, liaison, and consultant to, principal investigators, faculty, and staff. Provide specialized technical guidance and information on federal, state, and local regulations governing research compliance and export control. Serve on various University committees, attend meetings and conferences.
Develop, conduct, and oversee educational and training programs in the areas of Export Control, Foreign Influence/Conflict of Commitment, and research security requirements.
Support and provide services and training to other service units at Wayne State University in the areas of Export Control and related regulations involving research and information security.
Collaborates with the Research Compliance Specialist to ensure effective coverage of the conflict-of-interest review process and supports the administration of the University’s research misconduct process. Stays familiar with regular compliance audits, oversees corrective actions, and provides guidance to faculty, staff, and students on matters related to research compliance.
Perform other related duties as assigned.
Minimum Qualifications:
Education: Bachelor’s degree
Bachelor's degree in business, scientific or professional discipline from an accredited college or university required.
A legal background is preferred.
Experience: Expert (established subject matter expert, 7+ years of experience).
Considerable experience with research integrity in a university setting preferred.
Prior experience with export controls preferred.
Experience leading cross functional teams with demonstrated success in achieving results preferred.
Knowledge, Skills, and Abilities:
Problem Solving Skills: Demonstrated ability to achieve results in a fast paced, deadline driven environment with multiple priorities and multiple stakeholders. Ability to understand, apply and communicate complicated federal regulations to individuals at all levels within the University while maintaining high level of confidentiality.
Oral and Written Communications: Excellent oral and written communication skills, an ability to successfully collaborate with individuals and committee members to elicit needed information, discuss potentially sensitive information and develop workable solutions to meet the University policies and to protect the research enterprise.
Business and Legal Acumen: Ability to work both independently and in teams. Strong organizational skills and the ability to understand and interpret regulatory and legal compliance and security documents and to develop and implement security measures for the protection of research.
Computer Skills: High level of experience related to the development and maintenance of computer database systems, enterprise-wide systems for research administration significant experience with data analysis using Excel and Access.
