    Duties Description The Office of Mental Health (OMH) is seeking a qualified candidate to fill a Research Scientist 4, Grade 27, position in the Office of the Chief Medical Officer, Office of Population Health & Evaluation, Bureau of Population Health Interventions. The Research Scientist 4 will support the Office of the Chief Medical Officer, Office of Population Health & Evaluation, Bureau of Program Research and Evaluation. The portfolio of the Bureau of Program Research and Evaluation includes the development and maintenance of a systematic research-based approach to evaluating OMH programs, and developing, implementing, and monitoring systems to track the uptake and the care and outcomes of individuals served by OMH programs in the New York public mental health system. This position will work closely with OPHE Directors and OMH leadership to direct the evaluation and reporting efforts for screening and providing services to children with Medicaid under age 21 with a diagnosed mental health or behavioral health condition and recommended for intensive home and community-based mental health services. Specific duties include, but are not limited to, the following: • Design and plan a statewide needs assessment for children and youth.• Manage the development and maintenance of a data-driven quality improvement performance plan, which reviews, measures, and reports on a series of defined performance indicators related to improving access to relevant child and youth services. • Serve as the primary liaison and collaborate with OMH counterparts in the Division of Integrated Community Services for Children and Families and DOH partners on finalizing and executing quality improvement indicators, interim targets, quarterly and ad hoc reporting procedures and content.• Manage and execute response to annual performance audits conducted by independent reviewers to ensure adequate access of relevant services to children, youth, and families.• Collaborate with OMH data analytic and medical informatics colleagues within the Office of Population Health and Evaluation to design and execute the analytic plan. • Direct new data collection efforts to capture the performance of services for children and youth screened and enrolled in relevant services.• Develop and maintain systems of user-friendly, public reporting that comply with the established reporting timeline and required OMH and state guidelines for accessibility and branding.• Manage the development, implementation, and compliance with appropriate human ethics and data use agreements.• Oversee literature reviews on other state models for providing sufficient care to eligible youth and families. • Supervise assigned Research Scientists.

     

    Minimum Qualifications Non-Competitive:A bachelor’s degree and five years of professional research experience in an appropriate field OR a master’s degree and three years of professional research experience in an *appropriate field. *Appropriate fields include Biostatistics, Economics, Epidemiology, Public Health, Psychology, Sociology, Social Work, or a related social science field.Ph.D. in an appropriate field may substitute for an additional year of experience.Preferred Qualifications:Experience leading program evaluation projects, conducting quantitative and qualitative data analysis, utilizing scholarly research, large-scale evaluations which include complex data collection protocols across multiple sites, supporting publishing public and technical reports, coordinating with multiple stakeholders, public speaking to large and professional audiences, developing deliverables that integrate multiple data sources, experience writing evaluation progress reports or scientific manuscripts, child and youth mental health service system and preferably with intensive care coordination, and home-based behavioral health services.
