The Role
This position is responsible for the preparation and execution of VCS Block VII/VIII, including:
+ Serving as the company’s Attack Submarine Capacity & Long-range Expansion (SCALE) Program lead.
+ Preparing construction and value stream for Block VII/VIII design changes
+ Leading program management of the VCS design model cutover
The SCALE effort is currently comprised of six sub-teams:
+ Supply Base - Develop framework for material procurement to enable SCALE, without impeding BV/BVI co-production.
+ Contracts - Identify potential contracting structures to enable SCALE execution, without impeding BV/BVI co-production
+ Technical Authorities - Identify potential expansions of local authority and the procedures that would govern those authorities.
+ Systems Integration - Design the processes and systems to independently perform all parts of the value stream, including transfer of information with the design yard
+ Operations & Facilities - Define manufacturing & assembly plan to execute SCALE. Oversee implementation of SCALE infrastructure projects
+ Workforce - Identify SCALE unique workforce development demands and identify potential structures to satisfy said demands.
Main responsibilities include:
+ Develop and implement a manufacturing assembly plan to plan, procure, fabricate, construct, outsource, outfit, test, certify, and deliver an entire Virginia-class submarine.
+ Establish engineering, planning, and construction networks and systems that consumes the entire WBS that enables SUBSAFE and Fly-by Wire URO/URU certification.
+ Ensure design, build and sustain changes within Block VII/VIII are fully understood and completed within a timeframe the supports program execution.
+ Responsible for the safety, quality, cost, and schedule performance for the AOR.
+ Participates in the negotiations for design, planning and execution contracts and ensures contract changes are incorporated as required.
+ Coordinates the preparation of labor and business plans, operating budgets and facility utilization plans.
+ Acts as primary customer contact for the program activities, leading program review sessions with the customer (PMS 450, NAVSEA 08, SUPSHIP-NN, Ship’s force, Electric Boat and NRRO) to discuss safety, quality, cost, and schedule performance.
+ Ensures continuous improvement and learning is incorporated into the program to accelerate program performance.
+ Coordinates value-stream (engineering, IPPC, SCM, MANU, etc.) support and program priorities.
+ Establishes milestones and monitors adherence to master plans and schedules, identifies program problems/opportunities and obtains solutions, via use of Risk Management program (EROMS).
+ Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.
Must Have
Bachelors degree in a relevant discipline plus a minimum of 10 years of applicable, progressive professional and/or supervisory work experience OR a Master's degree in a relevant discipline and 8 years of relevant work experience.
Nice to Have
Master in Business Administration
Program Management experience at the major program level, preferably a submarine or submarine-related program (or equivalent).
Ability to regularly travel, with flexibility to do so on short notice; and
Experience leading complex matters to successful conclusion across multiple stakeholders.
