We’re hiring an Emergency Management Officer - Operations and Training (Business Professional III) to support preparedness, response, and training efforts that help protect our community. This role works closely with internal teams and external partners, provides leadership during incidents, and helps ensure emergency operations and training programs are effective and well-coordinated.
To be considered, candidates must meet 1 of the following: a bachelor’s degree in a related field with 3+ years of professional experience; a master’s degree in a related field with 2+ years of experience; or 7+ years of professional emergency management experience in place of education. About the Position
In this role, you will be responsible for...
Emergency Management Operations:
+ Serve in a leadership role during emergency incidents, including leading the Operations Section as part of the incident general staff.
+ Assess emergency management operational and training capabilities, identify gaps, and implement mitigation strategies to reduce risk and meet strategic priorities.
+ Ensure County readiness to activate and operate the Emergency Operations Center (EOC), including staffing, coordination, and operational support.
+ Coordinate the development, review, and maintenance of emergency management plans, standard operating guides, and procedures.
+ Provide, coordinate, and support training for emergency staff and EOC personnel, including during activations.
+ Collaborate with internal departments and external partners, and advise leadership and stakeholders on emergency management operations, training, and preparedness.
Training and Exercises:
+ Develop, coordinate, and deliver emergency management training for County staff, EOC personnel, and external partners.
+ Plan and facilitate emergency exercises and drills, including participation in regional, state, and federal exercises.
+ Assess training needs, maintain the annual training and exercise calendar, and serve as the primary liaison with the Florida Division of Emergency Management Training and Exercise Unit.
Accreditation Management:
+ Oversee the emergency management accreditation process, including assessments and ongoing compliance.
+ Maintain required documentation and serve as the primary point of contact with the accrediting body.
+ Coordinate with internal and external stakeholders to ensure adherence to accreditation standards.
Planning and Preparedness:
+ Coordinate the development, review, and maintenance of emergency management plans, annexes, and operating guides.
+ Ensure County readiness to activate and operate the Emergency Operations Center (EOC) through planning, coordination, and collaboration with partners.
About the Schedule
Work Hours:
+ Full-time, 40 hours per week.
+ Typical Schedule: Monday - Friday, 08:00 a.m. to 05:00 p.m.

About You
To be considered for this role, you must have the following:
+ Bachelor’s Degree from an accredited college or university in Emergency Management, Public Administration, Business, Finance, Planning, Industrial/Engineering Technology, or a field related to the position, and 3+ years of professional job-related experience.
+ OR: Master's degree from an accredited college or university in a related field (as listed) and 2+ years of professional job-related experience. (Preferred)
+ OR: 7+ years of professional job-related experience in management and/or strategic planning for emergency management programs may substitute for the required education.
+ Valid Florida driver's license by date of hire.
The ideal candidate has the following knowledge, skills, and/or abilities:

+ Professional certifications (preferred), including Certified Emergency Manager (CEM) and/or Florida Professional Emergency Manager (FPEM).
+ Completion of FEMA Professional Development Series and Advanced Professional Series; advanced FEMA coursework such as ICS 300/400, L449, G191, and G2300.
+ Strong leadership skills with the ability to motivate, guide, and lead diverse teams in high-pressure environments.
+ Excellent written and verbal communication skills, including the ability to explain complex policies, facilitate meetings, and brief stakeholders.
+ Demonstrated analytical, organizational, and decision-making skills, including experience managing budgets, contracts, and multiple priorities simultaneously.
Subject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment for a period of five years.
Physical Demands: Employees in this role must frequently lift and/or move up to 25 lbs.
CJIS Clearance: The successful candidate will be subject to an extensive background check(s) as part of the hiring process.
About Everything Else
Starting Pay Range: $64,001.60 - $71,988.80, based on experience.
