Learn more about DLI here. *Position Overview:* *This position may be located anywhere within the state of Montana.* As an Elevator Inspector with the Montana Department of Labor & Industry (DLI), you’ll step into a leadership role that ensures safety and compliance across thousands of conveyance systems statewide. The Elevator Inspector Section Manager supervises inspection staff, manages over 3,000 annual permits and inspections, and oversees the state’s Elevator Inspector Apprenticeship program. This position also coordinates equipment logistics and maintenance while partnering with customers and staff to resolve complex elevator and building compliance issues. The ideal candidate brings strong leadership, organizational, and problem-solving skills to advance public safety and elevate program performance. *Essential Functions:* As an Elevator Section Manager you will: * Lead, coach, and develop a team of Elevator Inspectors by fostering accountability, technical excellence, and a strong commitment to public safety. * Manage and prioritize over 4,000 elevator permits and inspections annually, applying strong organizational and analytical skills to ensure efficient and compliant operations. * Oversee the Elevator Inspector Apprenticeship Program, promoting workforce development through mentoring, training, and skill-building. * Coordinate inspection equipment logistics, maintenance, and resource planning to support effective field operations. * Collaborate with customers, contractors, and internal staff to identify, analyze, and resolve complex elevator and building compliance issues using sound judgment and communication skills. * Interpret and apply state laws, administrative rules, and safety codes to maintain consistent enforcement and protect public safety. * Use data-driven insights and feedback to improve inspection processes, enhance service delivery, and support continuous program improvement. *Required Skills and Competencies:* Candidates must demonstrate the ability to: * *Building and Code Expertise:*Knowledgeable about Montana’s Building Code Laws, Administrative Rules, and adopted national codes including ASME A17.1, ASME A17.3, ASME A18.1, and the International Building Code, with the ability to apply them effectively to ensure public safety and compliance. * *Environmental Awareness:*Understands Montana’s geographic and environmental conditions and their influence on building and conveyance systems, demonstrating the ability to adapt inspection and compliance practices accordingly. * *Leadership and Team Development:*Proven ability to lead, coach, and develop skilled inspection professionals, fostering accountability, teamwork, and continuous learning within a regulatory setting. * *Workforce and Talent Development:*Experience designing, implementing, or supporting structured apprenticeship or workforce training programs that build technical capacity and career progression. * *Administrative and Regulatory Insight:*Familiarity with Montana’s administrative systems, procurement policies, and safety protocols with the ability to navigate compliance and operational requirements effectively. * *Analytical and Strategic Thinking:*Interprets inspection data, identifies performance trends, and uses analytical insights to make informed decisions improve safety and program outcomes * *Collaborative Communication:*Communicates effectively with contractors, building owners, and public agencies to solve compliance challenges, share technical guidance, and build cooperative relationships. * *Technology and Innovation:*Demonstrated success integrating modern technology and data systems to improve inspection processes, accuracy, documentation, and performance analytics. * *Stakeholder and Relationship Management:*Strong interpersonal and negotiation skills for collaborating with contractors, building owners, public officials, and internal teams to resolve complex compliance issues. * *Operational Coordination:*Excels in planning and managing equipment, resources, and logistics to ensure effective statewide inspection coverage and program delivery. * *Visual Communication:*Skilled in developing professional presentation materials that convey complex information in an accessible and visually compelling manner, ensuring audience understanding and engagement. * *Presentation Expertise:*Demonstrated ability to communicate effectively in public settings by delivering clear, engaging, and informative presentations tailored to diverse audiences, including staff, leadership, and external stakeholders. *MINIMUM QUALIFICATIONS (Education and Experience)* * Demonstrated ability to interpret and apply safety codes, technical manuals, or building standards with accuracy and attention to detail. * Working knowledge of mechanical or electrical systems, including the ability to assess component function, safety, and performance. * Skill in identifying potential hazards, documenting findings, and recommending corrective actions that align with safety regulations and public protection goals. * Proficiency in reading and understanding technical drawings, schematics, or blueprints. * Competence in using digital tools such as mobile inspection applications, electronic reporting systems, and standard office software. * Strong communication and interpersonal skills to convey complex technical information clearly to building owners, contractors, and members of the public. * Capacity to work independently in the field, manage time effectively, and maintain professionalism in diverse inspection environments. * Holds or is eligible to obtain a Montana Elevator Inspector License and required certification from a nationally recognized authority (e.g., NAESA, ASME, ANSI or another nationally recognized elevator inspection authority, as provided by the department on a case-by-case basis.) within one year of hire. * A Bachelor’s degree in Business Administration, Construction, or related field may supplement relevant professional experience but is not a substitute for demonstrated skills and competencies in the areas noted above.
