    The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana.

    The Program Monitor a vital role in executing the design, policies, and procedures of the My Choice Louisiana Rental Assistance Program (MCL RAP). This includes oversight of rental and utility subsidy payments, administration of Establishment and Preservation (E&P) funds, and comprehensive fiscal and programmatic monitoring to support individuals transitioning from facilities to home- and community-based settings. This vital role ensures the timely and accurate processing of monthly rent and utility payments for participant households statewide, preventing disruptions such as eviction, utility disconnections, and housing instability. This role ensures adherence to all applicable federal and state requirements, maintains strong fiscal accountability, and provides ongoing communication, coordination, and technical assistance to internal and external stakeholders.

    Minimum Qualifications

    Five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

     

    Six years of full-time work experience in any field plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

     

    A bachelor’s degree plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

     

    An advanced degree or a Juris Doctorate plus one year of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

    EXPERIENCE SUBSTITUTION:

    Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

    Job Duties and Other Information

    Job Duties:

    + Monitor expenditures from the statewide MCL RAP budget and develop monthly projections for rental assistance, utility assistance, and E&P fund payments.

    + Review and approve rental and utility assistance requests, ensuring all required documents—including leases, rental assistance packets, vendor payment information, and notices of rent—are complete and accurate prior to payment.

    + Review and approve requests for E&P funds to address participant housing barriers, confirming eligibility and documentation accuracy.

    + Track, verify, and process all MCL invoices and reimbursement requests, ensuring compliance with federal and state requirements and preventing fraud, error, and waste.

    + Maintain complete, organized, and auditable fiscal files to ensure transparency and accountability.

    + Provide training and technical assistance to staff on MCL policies, procedures, tracking systems, and documentation standards.

    + Develop, implement, and maintain a comprehensive monitoring and reporting system for MCL RAP to ensure compliance and program sustainability.

    The ideal candidate should posses the following experience:

    Demonstrated experience managing or coordinating housing assistance programs, including the processing of rental and utility payments and maintaining strong fiscal accountability. Proven ability to support individuals transitioning from facility-based care to home- or community-based settings, as well as populations experiencing housing instability. Knowledgeable in federal and state housing regulations, including HUD, Fair Housing, ADA, and related program requirements. Experienced in program data management, compliance monitoring, audits, and reporting to ensure adherence to established policies and procedures. Skilled in providing technical assistance, training, and guidance to staff, service providers, and community partners, with strong organizational abilities to manage multiple priorities, deadlines, and program responsibilities effectively.
