This position provides strategic leadership for the development and integration of systems related to grants and contracts modernization. As a DCYF authority on planning for its Grant Management Solution (GMS) and related systems, the incumbent is responsible for creating the product strategic vision, roadmap and budget and overseeing the evolution and end-to-end lifecycle of the product, including identifying and creating enhancements to the product to address customer needs and feedback and maximize value. The incumbent leads efforts with MN-IT and across DCYF functional areas to develop products with the highest customer impact and business value for the agency. They represent business needs and priorities and incorporate feedback from all stakeholders to guide continuous product improvement, ensuring results are monitored to meet key performance indicators and metrics that are relied upon for impactful community investment and the safeguarding of public funds.
Responsibilities include:
+ Provide vision and work direction in the development of the GMS, including managing the product backlog to ensure the GMS meets stakeholder needs and to maximize product value
+ Analyze business processes and identify GMS product requirements and solutions to align GMS functionality, layout, and design with business needs
+ Manage relationships with GMS stakeholders across DCYF to create and maintain a collaborative working environment, elicit feedback and system ideas, and communicate system information
+ Influence DCYF’s GMS adoption approach to ensure the GMS is fully integrated at DCYF as a tool that streamlines and enhances grants and contracts work
Minimum Qualifications
Four (4) years of experience in software product development, stakeholder engagement, business need analysis, and system enhancement implementation
Applicants who meet the above experience requirements will be further evaluated based on the following during the interview process:
+ Experience with IT project/product lifecycle management processes including business needs assessment, resource planning, risk analysis, quality assurance and communication, data analysis
+ Ability to analyze and prioritize relevant input and information from different sources, identifying important relationships, and finding root causes of problems experienced by customers and users
+ Proven ability to engage with engineers, designers, and company leaders in a constructive and collaborative relationship
+ Knowledge of project management and process improvement programs
+ Strong human relations and communication skills
Preferred Qualifications
+ Strong understanding of state or public sector policies, procedures, and state and federal requirements pertaining to contract and grants management
+ Experience as a Product Manager or Product Owner
+ Certification in Product Management or Agile
+ Experience leading large, cross-functional teams of stakeholders and technical experts from exploration to a finished product
+ Experience leading new system implementation utilizing project management and change management strategies
+ Variety of experiences working effectively with others from different backgrounds and cultures
