The Office of Community Living (OCL) administers the Colorado Medicaid programs that provide long-term support for people with disabilities and older adults. OCL strives for a system that is person-centered, seamless, and offers a continuum of services and innovative funding mechanisms for Coloradans today and in the future.
The Operations and Administration Division (Division) within the Office of Community Living (Office) acts as the service and support entities for the Office of over 140 employees/positions. The Division includes financial oversight, contract and vendor management, operational support, business process development, and systems support for the day to day operations of the Office and its programs.
The Business Unit (Unit) within the Division provides management of contracts and Interagency Agreements, processing of payments for the Office’s contracted vendor payments, administrative support, and business process development support for the Division and Office. The Unit also conducts financial compliance reviews of family care givers and providers to ensure compliance with Department standards.

What you'll be doing:
+ This position will primarily be responsible for conducting compliance reviews of Home and Community Based Services (HCBS) provider agencies to ensure they are in compliance with new limitations and standards established by the Department. Reviews accounting records, claims data, and other supporting documentation to determine if provider agencies and caregivers exceed the number of units or hours allowed by the Department per week.
+ This will include maintaining and following internal procedures for conducting reviews to include review tools, written and verbal communication with providers regarding audits and requirements, reviewing supporting documentation like claims and timesheets, determining compliance/non-compliance, and working with providers to correct issues.
+ Makes recommendations to leadership on how to improve compliance with the new limitations.

MINIMUM QUALIFICATIONS:
There are two ways to qualify for this position:
Option 1:
Experience Only:
Six (6) years of relevant experience conducting compliance or fiscal reviews and/or working in Home and Community Based Services (HCBS).
Option 2:
Education and Experience:
A bachelor's degree from an accredited institution in a related field and two (2) years of relevant experience conducting programmatic, compliance, or fiscal reviews and/or working with Home and Community-Based Services (HCBS) programs, caregiver programs, long-term services and supports (LTSS), or other programs administered by the Department of Health Care Policy & Financing.
Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following
+ An associate will count as two years of experience
+ A bachelors will count as four years of experience
+ A masters degree will count for six years of experience
+ A doctorate or juris doctorate degree will count for seven years of experience

Preferred Qualifications:
+ Prior state experience related to the duties of this position.
+ Experience interpreting and applying state and federal regulations.
+ Experience reviewing or submitting Health First Colorado claims.
+ Experience using Microsoft Excel to conduct audits, make calculations, and/or general tracking.
+ Experience developing internal procedures.
+ Experience drafting professional written communications such as audit notifications, corrective action letters, investigative findings, or compliance determinations.
+ Experience participating in or supporting appeals, reconsiderations, or administrative review processes.
CONDITIONS OF EMPLOYMENT:
+ All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
+ Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.
Appeal Rights:
