About the Governor's Summer Internship Program (GSI):
The Governor’s Summer Internship Program (GSI) is designed to give college students real-world, hands-on experience in their desired field of study to enhance marketability upon graduation. Participation in the program will offer students a multitude of experiences including networking with state employees, resume building and soft skills workshops, agency head panels, and much more.
Indiana Department of Environmental Management (IDEM):
Our mission is to implement federal and state regulations to protect human health and the environment while allowing the environmentally sound operations of industrial, agricultural, commercial, and governmental activities vital to a prosperous economy. We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state.
Role Overview:
This position exists within the Petroleum Branch, Office of Land Qualtiy of the Indiana Department of Environmental Management. The incumbent will report to the Petroleum Branch Chief and work closely with Section Chiefs and Branch Technical Environmental Specialists.
The purpose for this position is to research and compile internal and external records regarding several hundred Underground Storage Tank (UST) sites that have a confirmed release that are currently inactive because the owner is unknown, unwilling, or unable to perform corrective action. The Intern will research files and make technical recommendations on the need for additional action. The intern will research tank fee payments, compliance history, and release reporting to issue preliminary determination correspondence for access to the Excess Liability Trust Fund (ELTF) to increase fund awareness, access, and move stagnant open releases towards regulatory closure. In addition, the intern will research other state fund programs and provide input on how to increase fund use and awareness. Interns will analyze data for the program managers to determine best practices for current processes. The intern may also research Aboveground Storage Tank regulations for surrounding states, perform field work, conduct data audits, and other projects designated by program management.
Hourly Rate:
The hourly rate for this position is $16.24 for those that do not hold a bachelor’s degree & $17.24 for those that hold a bachelor’s degree or higher by the time the internship starts.
Essential Job Responsibilities:
+ The essential duties and responsibilities of the incumbent is to perform the following:
+ Identify the past and present UST owner(s), UST operator(s) and property owners
+ Research other records such as County Recorders, Secretary of State (SOS) database, and other resources as they are available
+ Identify which UST sites warrant a windshield survey to visually assess site conditions
+ Interview current owners and/or leasees of the property
+ Determine if USTs are still in use on the property and if not, when they were taken out of use.
+ Compile results with recommendations for next steps
+ Review Leaking Underground Storage Tank files and technical environmental reports
+ Make recommendations on Site status to manager
+ Review fee payment history
+ Identify compliance issues that might impact fund access
+ Issue preliminary eligibility correspondence to increase ELTF awareness
+ Conduct data and field audits as necessary
+ Perform field work when requestsed
+ Conduct special projects and other duties as assigned
+ Prepare technical reports of research and investigations, documenting findings and making recommendations for action.
+ Communicate and consult with regulated entities, consultants, attorneys, associations, individuals, and community organizations to assist and resolve compliance and enforcement issues
Preferred Experience:
To be eligible for an internship, applicants must be enrolled as undergraduates or graduates in an accredited post-secondary institution and have completed one year of undergraduate education at the start of the internship.
Requirements:
• Use knowledge of environmental health sciences, public and environmental health, environmental protection principles and practices.
• Gather necessary compliance and enforcement inforamtion and complete a final report on activities.
• Excellent written and oral communication skills preferred.
• Ability to use databases, spreadsheets, and word processing.
• Effective planning and organizational skills.
• Ability to work independently
Benefits of Employment with the State of Indiana:
This seasonal position does not offer benefits and is limited to 180 working days in an eleven (11) month continuous period.
