ABOUT THE POSITION
The Business Systems Analyst works hands-on with City departments to understand business processes, gather and document requirements, and support technology solutions. This role blends business analysis, application support, reporting, and participation in system enhancement projects. Work may include direct collaboration with users, production system support, testing and documenting solutions. No two days are the same, and the role requires strong communication and problem-solving skills!

The IT team partners with departments across the city to support and enhance the systems used to deliver public services. Team members collaborate closely with business units, project managers, and technical staff in a supportive, team-oriented environment.

GENERAL SUMMARY
Under specified supervision, pe rforms analytical and technical duti es , business process analysis , and hands-on technical support across City operations. Focuses on business process evaluation, application configuration, and system troubleshooting. Coordinates with end users, IT staff, vendors and other city departments to implement and maintain the City’s business systems .
Positions in this class are flexibly staffed and are normally filled by advancement from level I or, when filled from the outside, require previous and directly related experience.
Business Systems Analyst I:
Under immediate supervision, this is the entry-level class in the Business Systems Analyst series. Incumbents entering the class have less technical job experience. Generally, work is observed and reviewed both during performance and completion. At this level, work is simple to moderately complex in nature.
Business Systems Analyst II:
Under general supervision, this is the journey-level class in the Business Systems Analyst series. Incumbents assigned to this class are expected to perform the full range of work assigned to this class and to work with considerable independence and initiative. At this level work is more complex in nature.
ESSENTIAL FUNCTIONS

Collects and analyzes and documents business requirements, to identify areas for efficiency gains , increase service offerings and meet organizational goals .
Works and communicates effectively with business units to understand their operational objective s, responsibilities, processes, workflows, and aligns technology to fulfil those goals.
Configur es, tests, and m aintain s computer programs.
Evaluat es computer hardware and software applications to meet system functional specifications and resolve complex technical problems
Participates in IT projects to ensure business needs are met. Assists project managers with tracking project s and ensuring user tasks are assigned.
Provides reports, dashboards, data sets to support business analysis and decision making. Maintain s production support for existing systems, including common desktop applications and in-house developed application software.
Serves as a liaison between the City business units and departments, Information Technology , external partners, and software providers on system enhancements, functionality options/enhancements, integrations, performance issues, and user experience improvement s .
Performs other duties as assigned.
QUALIFICATIONS
Education/Experience:
Business Systems Analyst I:
Bachelor’s degree in Information Systems, Business Administration, or related field. One year of experience in analyzing and evaluating business and/or operational processes, technology administration, fiscal administration, and customer management. Equivalent combinations of education and experience may be considered.
Business Systems Analyst II:
Bachelor’s degree in Information Systems, Business Administration, or related field. Three years’ progressively responsible combined experience in analyzing and evaluating business and/or operational processes, project management, technology administration, fiscal administration, and customer management. Equivalent combinations of education and experience may be considered.
Licensing/Certification Requirements:
May need the ability to travel to various locations in a timely manner as the job requires.
Knowledge, Skills, and Abilities:
Business Systems Analyst I :
Knowledge of the policies, procedures and goals of the City of Thornton and the department.
Knowledge of the general operations of various City departments.
Knowledge of City of Thornton purchasing policies, goals and procedures.
Knowledge of the fundamental principles of business operations, including financial, human resource, legal, logistical management, information technology management, budgetary, and communication practices.
Knowledge of operational practices and methodologies as they pertain to the daily functions and responsibilities of all areas of municipal government services and operations.
Knowledge of the proper process to prepare flow charts and documentation of software products.
Knowledge of b usiness analysis and employee training.
Knowledge of Structured Query Language (SQL) and database technologies, and system workflow development .
Skill in delivering high levels of simple to complex interpersonal and organizational communication via verbal and written mediums.
Skill in configuring and developing reports on enterprise software application.
Skill in monitoring and assessing software vendors’ goods and services.
Skill in facilitation of technology projects, business unit training, and cross-departmental research and review groups.
Skill in writing effective and accurate business or technical documentation.
Skill in recommending technology solutions to meet business needs.
Skill in providing direction to small project teams, including identifying tasks and functions.
Ability to effectively collect, review, verify, and analyze business data.
Ability to use standard office equipment, computer equipment and software including word processing, presentation, database management, spreadsheet applications and electronic mail.
Ability to interpret, understand, and comply with ordinances, regulations, standards, and laws.
Ability to exercise discretion and independent judgment.
Ability to provide quality customer service.
Ability to establish and maintain effective working relationships with employees, management, elected officials, boards and commissions, vendors, consultants, and members of the general public.
Business Systems Analyst II :
In addition to previous requirements:
Knowledge of computer records storage, data manipulation and database structure.
Skill in performing research, evaluating options, making recommendations and writing reports.
Skill in performing IT project implementation , testing, installing, and customizing, new applications and systems.
Ability to research, develop and lead formal and informal presentations and discussions with diverse groups.
Ability to write effective and accurate business or technical documentation.
Ability to recommend technology solutions to meet business needs.
Ability to provide direction to small project teams, including identifying tasks and functions.
Ability to listen well and communicate effectively orally and in writing with various audiences.
Ability to interpret, understand and comply with manuals, regulations, standards and guidelines.
Ability to exercise independent judgment for business decisions.
Physical and Mental Requirements:
While performing the duties of this job, the employee is required to finger, talk, hear, and make repetitive motions. This position is mostly sedentary work; exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. The employee is required to have close visual acuity.
