    Summary:

    The selected candidate will be a part of the regional Buses Operations team that is responsible for providing analytics for the management decision support. The team’s work scope includes but are not limited to the following. Develop and monitor the operating budget of New York City Transit, Department of Buses, and MTA Bus Company. Monitor variances from the budget. Develop and present the mid-year forecast and quarterly plans for the Bus Operation. Coordinate and monitor facility contract modifications. Liaison with the other departments regarding financial expenditure as well as reconciling billing issues. Maintain, monitor and report on maintenance hourly, line supervisor and dispatcher requirements in order to forecast the hiring and adjustment budget. Depending on project assignment and business requirements, specific tasks may include planning and conducting surveys. Providing statistical analysis on operations. Presenting results. Researching and planning usage of data sources for creating new procedures and quality-checking deliverables.

    Responsibilities:

    The analyst will provide a wide range of quantitative and analytical support on a timely basis for Bus Senior Management, Headquarters, the Office of Management and Budget, and other third-party stakeholders. The incumbent will prepare, analyze, and/or review financial reports and variance explanations for $2.3 billion in operating expenditures, 14,000 FTE, and facilities rental lease agreements. The selected candidate will ensure that each expenditure is recorded in the accounting books and is referenced to supporting source documentation (purchase order, Invoice, etc.) that can be readily retrieved. The analyst will provide metrics used of all calculation assumptions used for reporting actuals and where actuals are unavailable.

    Education and Experience:

    Associate Transit Management Analyst:

    + A master's degree from an accredited college in business administration, public

     

    administration, public policy, engineering, engineering technology, economics,

     

    architecture, mathematics, physics, computer science, finance, accounting, transportation

     

    planning, industrial psychology, urban planning/studies, human resources management,

     

    labor relations, operations research, security management or in a related area, and two (2)

     

    years of full-time satisfactory professional experience in the collection, evaluation and use of data relating to operational procedures, administrative systems, equipment and space utilization, and staffing requirements, including the preparation of charts, graphs, drawings and technical reports. One (1) year of experience must have been in the transportation industry; or

     

    + A baccalaureate degree from an accredited college in one of the areas listed in "1" above;

     

    and three (3) years of full-time satisfactory experience as described in "1" above. One (1)

     

    year of this experience must have been in the transportation industry.

    Assistant Transit Management Analyst I & Assistant Transit Management Analyst II:

    + A master's degree from an accredited college or university in business administration, public administration, public policy, engineering, engineering technology, economics, architecture, mathematics, physics, computer science, finance, accounting, transportation planning, industrial psychology, urban planning/studies, human resources management, labor relations, operations research, security management or in a related area, or

    + A baccalaureate degree from an accredited college or university and two years of satisfactory full-time professional experience working in budget administration, accounting, economic or financial administration, engineering, in management or methods of analysis, operations research, organization research or program evaluation, personnel or public administration, staff development, employment program planning or administration, security management; or general administration; or

    + A satisfactory combination of education and experience; however, all candidates must have a bachelor’s degree.

    Associate Staff Analyst:

    + A master’s degree from an accredited college in economics, finance, accounting,

     

    business or public administration, human resources management, management science,

     

    operations research, organizational behavior, industrial psychology, statistics, personnel

     

    administration, labor relations, psychology, sociology, human resources development,

     

    political science, urban studies or a closely related field, and one (1) year of satisfactory

     

    full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management or in a related area; or

     

    + A baccalaureate degree from an accredited college and three (3) years of satisfactory full-time professional experience in the areas described in 1 above.

    + An associate degree or completion of 60 semester credits from an accredited college and

     

    five years of satisfactory full-time professional experience as described in “1” above.

     

    + A four-year high school diploma or its educational equivalent approved by a State’s

     

    department of education or a recognized accrediting organization and seven years of

     

    satisfactory full-time professional experience as described in “1” above.

     

    + A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above.

     

    College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.

     

    Staff Analyst I & Staff Analyst II

     

    + A master’s degree from an accredited college or university in economics, finance,

     

    accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or urban studies, or a Juris Doctor degree from an accredited law school; or

     

    + A baccalaureate degree from an accredited college or university and two years of

     

    satisfactory fulltime professional experience in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or

     

    + An associate degree or completion of 60 semester credits from an accredited college or

     

    university and four years of satisfactory full-time professional experience as described in

     

    "2" above; or

     

    + A four-year high school diploma or its educational equivalent and six years of satisfactory

     

    full-time professional experience as described in "2" above; or

     

    + A combination of education and/or experience equivalent to "1", "2", "3", or "4" above.

     

    College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college or university for one year of experience. However, all candidates must have a high school diploma.

    Special Note:

    To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.
