This position provides specialized support for OPH lease administration, space planning, and facility coordination across state-owned and leased properties. Serving as the primary liaison between OPH programs, LDH Facilities, external partners, and landlords, the role advises regional medical directors, program leaders, and local health unit managers on space utilization and facility options.
The position requires strong technical and spatial skills, effective communication, and the ability to analyze data, prepare reports, and develop recommendations. Work is performed with a high level of independence and initiative, making this an excellent opportunity for a self-motivated professional seeking a role with broad impact and collaboration across public health operations.
Minimum Qualifications
Five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
Six years of full-time work experience in any field plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor’s degree plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus one year of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
+ State Lease Administration & Regulatory Compliance
Manages all OPH leased facilities statewide, ensuring compliance with Louisiana statutes, OSP rules, DOA/OSB guidelines, and Facility Planning and Control standards; prepares, negotiates, routes, and monitors lease agreements and related approvals.
+ Space Planning & Optimization
Conducts space assessments and applies state space standards to optimize use of regional offices, parish health units, laboratories, emergency operations sites, and administrative facilities.
+ Oversees Budget Impact and Cost Optimization
Identifies cost-saving opportunities through lease renegotiations, space consolidation, and relocation strategies; prepares financial forecasts and analyzes impacts of relocations, escalations, and new facility needs.
+ Coordinates Facility Issue Resolution
Partners with DOA, landlords, and local stakeholders to resolve facility and infrastructure issues, ensuring continuity of public health operations and compliance with state requirements.
+ Develops Policies and Maintains State Reporting
Develops and maintains policies, procedures, and official records related to leases, space assignments, moves, and renovations; prepares required reports and briefings for state and agency leadership.
+ Manages Facility Projects and Vendor Compliance
Oversees moves, build-outs, and renovation projects; coordinates with architects, contractors, IT, and program staff; ensures vendors comply with Louisiana procurement and payment requirements.
+ Provides Executive Support and Emergency Response
Prepares data-driven analyses and recommendations for executive leadership; provides technical guidance to internal and external partners; maintains required training and participates in emergency operations and disaster response activities as assigned.
